An assembler is required, such as TASM, FASM, MASM, MASM32

You can use Notepad to compile it and save it as text Files, .txt, .asm

There is also a special asm code editor

You are probably talking about debugging. You can write assembly code by pressing debug under cmd, and you can write simple * .com DOS program
