Tree cutting regulations on campus

Chapter 1 General Provisions Article 1 In order to strengthen school greening management, improve the campus ecological environment, create a harmonious campus, and promote the physical and mental health of teachers and students, according to the "Urban Planning Law of the People's Republic of China" and the "Yongzhou City Urban Landscaping Regulations" and other laws and regulations, and combined with the actual situation of the school, these measures are formulated.

Article 2 School landscaping should adhere to the following principles: (1) Unified leadership, hierarchical responsibility; (2) Unified planning, step-by-step implementation, campus infrastructure construction and campus greening supporting construction combined; (3) ) Campus ecology and campus landscape construction are combined. Article 3 The planning and construction of campus landscaping should aim at creating a harmonious campus, strengthen the leadership of school landscaping work, incorporate school landscaping into the school development and construction plan, and organize its implementation. Article 4 The Logistics Infrastructure Office is entrusted by the school to be the school’s landscaping department, responsible for the campus’s landscaping management, and is responsible for organizing voluntary tree planting for all people according to the division of responsibilities. Article 5 The school landscaping department should carry out and organize relevant departments to conduct scientific research on school landscaping, promote advanced technologies, and continuously improve the level of school landscaping. Article 6 Teachers, students and employees should enhance their awareness of greening, perform their greening obligations in accordance with the law, and consciously maintain greening achievements and facilities. School landscaping and facilities should be protected. Any unit or individual has the right to stop or report any violation of these Measures. Article 7 In the planning, construction and management of school landscaping, the school will commend and reward units and individuals that have made outstanding achievements. Chapter 2 Planning and Construction Article 8 School landscaping construction shall be planned and designed uniformly by the school. Article 9 The school’s Infrastructure Logistics Department is responsible for the implementation of landscaping projects for various school construction projects.

Chapter 3 Management Article 10 No unit or individual may occupy the school garden green space or prune, transplant or cut down school trees without authorization. Article 11 For pruning, transplanting, felling school trees and temporarily occupying school garden green space due to construction needs, approval procedures must be completed with the school landscaping department. Compensation fees should be paid according to regulations for transplanting or cutting down school trees and temporarily occupying school green space. The temporarily occupied school garden green space must be returned when it expires and the green space must be restored. Article 12 If it is necessary to prune, transplant or cut down school trees and temporarily occupy school garden green space due to construction, it shall be handled in accordance with the following provisions: (1) Submit the red line map of the construction project planning, the land use documents approved by the land administration department, and the construction project information. General layout design drawing; (2) Receive and fill in the application form; (3) Pay relevant fees as required; (4) The Infrastructure Logistics Office handles relevant greening procedures. Article 13 Famous trees, rare trees, large trees with a diameter at breast height of more than 100 centimeters, ancient trees over 100 years old, and trees with historical value and commemorative significance in the school area shall be managed and protected by the school's landscaping department. Damage, felling and unauthorized pruning and transplanting are strictly prohibited. Article 14 If the school garden green space is occupied due to special needs, it must be reported to the city’s gardening department for review and reported to the city’s gardening bureau for approval. Compensation measures for occupying school garden green space should be implemented in accordance with the following regulations: (1) The green space must be repaid at a rate of two to five times the occupied area. The construction unit shall complete the allocation and expropriation procedures for repaying the green space, or pay two to five times per square meter of occupied area. Landscaping construction fee ranging from RMB 1,000 to RMB 5,000. (2) Provide financial compensation for the ancillary facilities and seedlings of the garden green space occupied by them. Article 15 In the school garden and green space, the following behaviors are not allowed: (1) Trampling and damaging grass, flowers, and trees; (2) Damaging garden facilities; (3) Raising poultry, livestock, and pets in the public green space , hunting and shooting birds on campus. (4) Digging roots and collecting specimens in the school without authorization; (5) Making fires and having picnics in school attractions; (6) Drying clothes on school trees or building tents against trees; (7) Dumping dirt and stacking materials; (8) ) conduct other activities on campus that damage the landscape. Article 16 The school’s landscaping department should regularly prune and reshape trees to maintain their crown appearance. Branches that endanger the safety of traffic and overhead pipelines should be promptly pruned under the guidance of the Infrastructure Logistics Department. Article 17 The school landscaping department should strengthen the prevention of garden plant diseases and insect pests, and deal with them in a timely manner when pests and diseases occur. Article 18 The greening compensation fees collected by the school’s landscaping department must be used for school landscaping construction and may not be used for other purposes.

Chapter 4 Legal Responsibilities Article 19 If any unit or individual builds a building (structure) in the school green space without authorization, the school landscaping department shall order it to make corrections within a time limit, restore the green space, and compensate for the losses caused. If the property fails to make corrections within the time limit, it may apply to the People's Court for compulsory demolition. Article 20 If any unit or individual commits any of the following acts, the school’s landscaping department shall impose penalties according to the following provisions: (1) Violating the provisions of Articles 10 and 11 of these Measures and pruning, transplanting, or cutting down trees without authorization Anyone who temporarily occupies the school garden green space due to trees or trees shall be ordered to compensate for the losses, and may be punished at one to two times the compensation fee; (2) Anyone who violates the provisions of Article 15 of these Measures shall be ordered to make corrections within a time limit, and shall be compensated for the losses caused. The penalty may be one to three times the amount of compensation.

Article 21 Units and individuals that violate the provisions of Article 13 of these Measures shall be punished by the school's landscaping department in accordance with the following provisions: (1) Those who prune or transplant ancient and famous trees without authorization shall be punished at a rate of 5 to 5% of the direct economic loss. Ten times the penalty will be imposed; (2) Anyone who destroys or cuts down ancient and valuable trees will be punished with a penalty ten to fifteen times the direct economic loss. Article 22 If units or individuals commit any of the following acts, they shall be punished by the public security organs in accordance with the "Public Security Administration Punishment Law of the People's Republic of China". If a crime is constituted, criminal liability shall be pursued in accordance with the law: (1) Destroying garden facilities ; (2) Stealing trees or valuable flowers; (3) Obstructing school landscaping management personnel from performing official duties. Article 23 The school’s landscaping department is responsible for explaining any issues arising from the specific application of these measures. Article 24: The Wooden Measures shall be implemented from the date of promulgation.
