Article 3 The following principles shall be followed for the increase or decrease of the hook.

Fully respect the wishes of farmers in the project area, safeguard their dominant position and legitimate rights and interests, absolutely prohibit forced demolition and forced construction, and safeguard and develop their long-term interests.

(4) Protecting cultivated land and saving land. The quantity and quality of cultivated land reclaimed by demolition of old plots shall not be lower than that occupied by new plots, and shall be combined with the demarcation and protection of basic farmland. The land area of newly-built plots used to resettle old farmers should be significantly smaller than the original area.
(5) Pay attention to combination and improve efficiency. Strengthen the organic combination of linked projects with poverty alleviation, industrial development, agricultural parks and rural revitalization, strive to improve the production and living environment of rural residents, promote agricultural modernization, and consolidate the foundation of poverty alleviation.
Fourth counties, towns and villages implement the responsibility system of hierarchical management.

Specifically responsible for the publicity and mobilization, negotiation and signing, calculation of the recipient, supervision of grant funds, project quality, progress and safety, management and protection after the project is handed over, letters and visits to maintain stability and mediation of contradictions and disputes.
(3) County Natural Resources Bureau is responsible for providing basic data, technical guidance, land change investigation, ownership registration and online filing, and supervising the management and utilization of reclaimed cultivated land.
(four) the county departments should cooperate with each other, do a good job of increasing or decreasing the hook. With the ex situ poverty alleviation and relocation and other special policy support projects to co-ordinate the implementation of projects linked to the increase or decrease, under the premise of not violating the policy provisions, farmers' subsidies will only enjoy a subsidy policy in accordance with the principle of "high is not low" and may not enjoy the subsidy policy repeatedly.
5. The rural idle farmhouses and homesteads shall be compensated according to the standard of 40 yuan/m2, but not higher than 6,543,800 yuan.
6. (3) Subsidy procedures
1. Farmers' application, registration and agreement. 2. Pay subsidies for demolition and reclamation. During the implementation of the project, farmers' subsidy funds will be distributed in batches according to the implementation progress. Specifically, 20% of the total demolition subsidies will be distributed to farmers when the demolition agreement is signed, 30% of the total demolition subsidies will be distributed at the beginning of the demolition, and the remaining 50% will be distributed to farmers at one time after the demolition is completed.
3. Grant subsidies for demolishing old buildings and building new ones and monetizing resettlement households. Payment of subsidy funds for demolishing old buildings and building new ones: when farmers complete the basic project of new houses, they will pay 30% of the total subsidy for demolishing old buildings and building new ones; 40% of the total housing subsidies will be paid to farmers after the completion of the main housing project; The remaining 30% subsidy funds will be allocated after the completion of housing construction and the acceptance of villages and towns. Payment of subsidy funds for monetized resettlement households: after completing the demolition of old houses, farmers must submit a written application to the local towns and villages to withdraw from the homestead, and after confirmation by the project department, cooperatives and towns, they will be paid in one lump sum according to the prescribed standards.
Article 6 Demolition and reclamation of old buildings
(1) Before the implementation plan of the project area is completed and the project is declared to be put into storage, the investor uses unmanned aerial photography 1:2000 high-definition orthophoto map.
(2) Reclaimed plots must meet the requirements of the technical regulations for the increase or decrease of linked projects, and must be within the scope of the project or within the map spots that meet the change conditions. Beyond the scope or offset, not included in the implementation object. It is strictly forbidden to resort to deceit to defraud indicators and obtain state funds.
(3) Demolition and reclamation of old buildings shall be carried out by the mechanical team of the construction unit. Farmers who demolish old buildings are responsible for cleaning up valuable articles and materials within the scope of demolition of old buildings, and the damaged trees within the scope of demolition of old buildings will be compensated according to the standards stipulated in Han Guangfu [20 12] 1 15. After the reclaimed land is accepted, it will be uniformly allocated by the local village collective economic organizations, and farmers who occupy cultivated land in the construction of concentrated residential areas will be given priority.
(4) Reclaimed plots should be converted into paddy fields as much as possible according to high-standard farmland construction, so that the ridges are neat, without slag, gravel, weeds and trees. The thickness of the cultivation layer reaches more than 30 cm.
Article 7 Construction of concentrated residential areas
(1) Villages and towns are responsible for site selection, overall planning, coordination and management of farmers' concentrated residential areas.
(two) farmers concentrated residential areas must be unified planning, unified design, unified huxing, unified style, unified facilities, according to local conditions, centralized construction, no geological disasters, does not affect the local ecological environment. Try not to occupy or occupy less cultivated land, and it is strictly forbidden to occupy basic farmland.
(three) there are at least five households in the concentrated residential areas of farmers. The scale of farmers' concentrated residential areas and the number of resettlement households must conform to the approved implementation plan and meet the conditions for change. The site is located in a place with stable geological structure, convenient transportation and water supply, and geological hazard risk assessment is required before construction.
(four) in order to ensure the orderly planning and construction of farmers' concentrated residential areas, the towns and villages in the project area should sign an agreement with farmers to build houses in concentrated residential areas.
(5) The mode of unified planning and self-construction is adopted in the construction of rural houses in farmers' concentrated residential areas. Villages and towns in the project area should guide the demolition of old farmers to form owners' committees, and the owners' committees should determine the construction enterprises with qualifications, technology and financial guarantee to build houses in a unified way, so as to ensure the unified style and consistent progress of farmers' concentrated residential areas.
(six) the site selection of farmers' concentrated residential areas and the supporting planning of public infrastructure should adhere to practical principles. Villages and towns and investors should fully solicit farmers' wishes, hold mass meetings, and adopt the method of "one thing, one discussion" to determine the construction content and planning scheme. After the location of farmers' concentrated residential area is determined and the number of households and population entering the concentrated residential area is locked, the investor entrusts enterprises with corresponding qualifications to carry out exploration, surveying and mapping topographic maps, design layout plans, renderings and construction drawings. After soliciting the opinions of the resettled farmers, the design drawings shall be submitted to the township for review, countersigned by the County Natural Resources Bureau and the County Housing and Urban-Rural Development Bureau, and submitted to the deputy county magistrate for approval. The design plan drawings shall be publicized and listed on the construction site after approval, and the construction and style control shall be carried out in strict accordance with the drawings.
(7) In order to ensure the unity of style and characteristics, 2,000 yuan is reserved as a style construction deposit in the new subsidy funds for benefiting farmers, which will be paid in one lump sum after passing the self-examination at the county level. Farmers who do not build or destroy the style according to the drawings shall be urged by towns and villages to make rectification within a time limit, and the reserved deposit of 2000 yuan shall not be issued.
(eight) investors bear the costs of surveying and mapping, exploration, environmental assessment, disaster assessment, approval of forest land occupation, planning and design of farmers' concentrated residential areas.
(9) In line with the principle of cherishing land resources and intensively saving land, the construction area must be strictly controlled when building new houses in farmers' concentrated residential areas. The per capita comprehensive land area shall not be less than 50 square meters and shall not exceed 60 square meters (the construction area shall be controlled at 90- 150 square meters). Among them, the construction area of families with 3 or less people is not higher than 90 square meters; The building area of 4 persons is not higher than 120 m2, and the building area of 5 persons or more is not higher than 150 m2). The house for aquaculture production is 20 square meters per household, and the dam and public road are 20 square meters per household. The location and area of the building area shall be determined by the on-site piling and setting-out of the township and the land under its jurisdiction.

The construction of concentrated residential areas mainly includes access roads, leveling, revetment, water supply, power supply, sewage facilities, underground pipe network, drainage ditch, ground hardening and greening.
(eleven) farmers to build houses in farmers' concentrated residential areas shall be submitted for approval according to the procedures of collective construction land.
(12) The supporting construction content of farmers' concentrated residential area is measured by the township where the project area is located. At the same time, please ask the township discipline inspection commission to do a good job of supervision, organize the owner's representative, tracking auditor, supervisor, village cadres and farmers' representatives to measure and sign for approval, and assign special personnel to do a good job of on-site supervision. Due to the long implementation period of the increase and decrease linked project, the township where the project area is located should accept it in stages and summarize it after the project is completed to ensure the accuracy and authenticity of the data.

Article 9 Working Capital Fund
(a) the payment standard of township work funds. According to the reclamation scale after the completion and acceptance of the project, the project owner and the county government will each bear half of the working expenses at 2000 yuan/mu, of which 1000 yuan/mu borne by the county government will be paid in advance by the project owner, and will be charged from the government revenue after the index is transferred. If it exceeds 80% of the planned demolition scale, on the basis of full payment of 2000 yuan/mu, the reward per mu will be 1000 yuan.
(2) Finish the work ahead of schedule. Villages and towns will complete 80% of the planned scale within 200 days and pass the county-level acceptance, and 200 yuan will be rewarded per mu. If they complete 80% of the planned scale in 200 days or longer and pass the county-level acceptance, they will be rewarded 100 yuan per mu.

The use of working funds must strictly abide by financial discipline.
(5) payment method. After the implementation of the planning approval and before the project starts, the investor shall, according to the approved scale, fully inject the township (village) working funds, incentive funds and county natural resources bureau working funds into the * * * management account. According to the progress of the project construction and the scale of effective reclamation, the County Bureau of Natural Resources allocates funds for township (village) work every quarter after on-site reconnaissance and consultation.
Chapter III Planning and Management of Project Area
Tenth strict preparation of the implementation plan. Before compiling the implementation plan of the project area, it is necessary to comprehensively analyze the potential conditions and benefits of implementation, and use the latest remote sensing images or drones to carry out aerial photography to form the latest orthophoto map, which is a necessary condition for the implementation of planning and project implementation. It is strictly forbidden to bring "empty map points" into the scope of demolition and reclamation. Demolition of old plots should be village land, including homestead and other construction land with legal sources. When preparing the implementation plan, the centralized resettlement of farmers will be 30% of the control scale of the project area, and the reserved indicators will be used for the construction of centralized resettlement areas for farmers.

Fifteenth project implementation planning results should include the following contents:

Seventeenth engineering projects should strictly implement the project legal person system, contract system, safety production responsibility system, publicity system, supervision system, audit system and other systems, so as to achieve legal procedures, clear responsibilities, supervision in place, to ensure the quality and safety of the project.
Eighteenth strict construction design. After the implementation of the planning approval, the township where the project area is located shall organize the project owner to prepare the design scheme of the single building. The projects such as the demolition and reclamation of land, the construction of resettlement sites and the supporting infrastructure in the project area shall be designed, approved and implemented in strict accordance with the project management regulations. The proportion of construction drawing design is 1:500, and experts shall be invited to review. The approved project design scheme is an important basis for project acceptance, final accounts and audit.
Article 19 The cultivated layer should be completely stripped and reused, and the cultivated layer occupied by construction should be stripped to improve the quality of reclaimed cultivated land.
