Gulou District of Fuzhou is one of the four areas named after Gulou at present. It is the core city of Fuzhou, the capital of Fujian, and has been the political, economic and cultural center of various provinces and cities since ancient times. It covers an area of 35.43 square kilometers, governs 9 streets, 1 town and 69 communities. More than 80% provincial and municipal departments are gathered in the jurisdiction.

Drum Tower is a national ecological zone and an advanced zone for safe construction in China, and is listed as "the happiest city (district) in China". In recent years, the comprehensive renovation of 465 old residential areas and 88 traditional old streets and lanes has been completed, and 20 "demonstration streets" and "boutique streets" for road cleaning have been created. The old city reconstruction project was awarded the "China Human Settlements Demonstration Award" by the Ministry of Housing and Urban-Rural Development.

2 1 inland river regulation was completed, 30 beaded parks and more than 30 kilometers of riverside greenways were built, Fushan Country Park, Pingshan Park and Liming Lake Park were completed and opened, and Fudao won the "Singapore Presidential Design Award" and "DFA Asia's Most Influential Design Award".
