If the working power supply voltage of 74LS 132 is 5V, its output must be lower than 5V, because there is always a voltage drop in the transistor or field effect transistor of the output stage. I suggest you use 74HC 132 or 74HCT 132 instead. When the load current is low, the output will be very close to the working power supply voltage.
