Civilian personnel refer to non-active personnel who are employed to work in the army in accordance with regulations and perform the corresponding duties of similar positions of active military officers (civilian cadres). Civilian personnel of the Chinese People's Liberation Army refer to non-active personnel who are employed to work in the army according to the prescribed establishment and perform the same duties as active military officers (civilian cadres). After entering the military system, non-active personnel are assigned posts and responsibilities, and civilian personnel in the military and local areas sign employment contracts.
The policy of ensuring the treatment of civilian personnel is higher than that of local similar personnel, which is mainly reflected in four aspects: salary, housing security, social insurance and welfare pension.
