Regulations on the Organization of Full-time Fire Brigade in Enterprises and Institutions (Regulations of the State Council Ministry)

Chapter I General principles.

Article 1 In order to strengthen the construction of full-time fire brigades in enterprises and institutions and ensure the fire safety of enterprises and institutions, these Regulations are formulated in accordance with Article 17 of the Fire Protection Regulations of People's Republic of China (PRC). Article 2 Full-time fire brigades of enterprises and institutions (hereinafter referred to as full-time fire brigades) must implement the policy of "putting prevention first and combining prevention with fire fighting" and do a good job in fire prevention and fire fighting in their own units. Article 3 The full-time fire brigade shall be led by the director, manager and the heads of other units, and its daily work shall be managed by the public security, security or safety technical department of the unit, and its business shall be guided by the local public security fire supervision department.

Article 4 The establishment and staffing of a full-time fire brigade shall be based on the actual needs of enterprises and institutions, and the funds shall be borne by the unit building the brigade. The establishment or revocation of a full-time fire brigade of an enterprise unit shall be subject to the consent of the local public security fire supervision department in conjunction with the competent department of the enterprise unit; Institutions to set up full-time fire brigade and personnel, the preparation should be reported to the preparation department for approval. Chapter II Team Building

Article 5 The following units shall establish a full-time fire brigade:

(four) the ancient buildings listed as key cultural relics protection by the state;

Article 6 The number of full-time fire brigade personnel and fire engines in an enterprise shall be determined by the construction unit and the local public security fire supervision department. The number of full-time fire brigade personnel in public institutions shall be approved by the preparation department.

Chapter IV Duty Preparation

Article 12 The duty, fire fighting and professional training of full-time fire brigades shall refer to the Regulations on Duty of Public Security Fire Brigade, the Regulations on Fire Fighting of Public Security Fire Brigade and the Basic Training Provisions for Firefighters issued by the Ministry of Public Security.

Thirteenth full-time fire brigade should strengthen the training of fire fighting tactics and techniques. For the key defense parts of the unit, it is necessary to formulate fire fighting plans and conduct field drills to continuously improve professional quality and fire fighting ability.

Fourteenth full-time fire brigade should be ready to put out the fire at any time, once a fire breaks out, it should immediately put out the fire, timely rescue personnel and materials, and report to the public security fire supervision department. When receiving an order from the fire supervision department to go out and put out the fire, it should be dispatched quickly and obey the command.

Fifteenth full-time fire brigade should establish a regular duty order, implement a day and night duty system, and strengthen duty on holidays. The personnel on duty shall stick to their posts and shall not leave their posts without permission.

Sixteenth full-time fire brigade personnel on duty, by the captain on duty, combat (class) members, drivers and operators, the captain on duty by the captain and instructor in turn. Chapter V Firefighters

Chapter VI Wages and Welfare

Twenty-second full-time fire brigade personnel recruited from the society shall be graded, paid and promoted in the future in accordance with the relevant policies of the state and the relevant provisions of the unit.

Twenty-third full-time fire brigade personnel need collective accommodation because of their duties, and the necessary camp equipment shall be purchased by the team building unit.

Twenty-fourth full-time fire brigade personnel in business training, fire fighting injury, disability, death, should be handled in accordance with the relevant provisions of the unit to implement labor insurance or casualty pension; Heroic sacrifice meets the requirements of revolutionary martyrs as stipulated in the Regulations on Commending Revolutionary Martyrs, and may apply for approval as a revolutionary martyr in accordance with the prescribed examination and approval procedures. Chapter VIII Supplementary Provisions

Article 30 The public security organs of all provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with these Regulations and in light of local actual conditions, formulate specific implementation measures.

Article 31 These Regulations are jointly formulated by the State Economic Commission, the Ministry of Public Security, the Ministry of Labor and Personnel and the Ministry of Finance, and the Ministry of Public Security is responsible for the interpretation.

Article 32 These Regulations shall come into force as of the date of promulgation.
