The term "educational supervision" as mentioned in these Provisions refers to the supervision, inspection, evaluation and guidance of the people's governments of cities and counties (autonomous counties and cities) on the educational work within their respective jurisdictions according to law. Article 3 The objects of educational supervision are the relevant departments of the people's governments at the same level, the people's governments at lower levels and their educational administrative departments, schools below secondary level and other educational and teaching institutions. Fourth education supervision must be carried out according to law, adhere to the principle of seeking truth from facts, objectivity and fairness. Fifth city and county (autonomous county, city) people's government education supervision institutions on behalf of the people's government at the same level is responsible for the education supervision work within their respective jurisdictions, and accept the guidance of higher education supervision institutions in business. Sixth Municipal People's government education supervision institutions are responsible for:
(a) to formulate the city's education supervision work plan and supervision evaluation plan, and organize the city's education supervision work;
(two) to supervise, inspect and guide the relevant municipal departments, district and county (autonomous counties and cities) people's governments and their educational administrative departments to perform their educational duties according to law;
(three) to supervise the direction, level and efficiency of running schools below the municipal level.
(four) to supervise other municipal education and teaching institutions;
(five) to investigate and study the major issues of the city's education work, and reflect to the Municipal People's government, and put forward opinions and suggestions;
(six) to guide the work of the educational supervision institutions of the people's governments of counties (autonomous counties and districts);
(seven) to organize the training of inspectors and carry out scientific research on educational supervision;
(eight) to handle other matters assigned by the Municipal People's government and the national education supervision institutions. Seventh counties (autonomous counties, cities) people's government education supervision institutions are responsible for:
(a) to formulate the local education supervision work plan and organize the education supervision work;
(two) to supervise, inspect and guide the relevant departments of the people's government at the corresponding level, the township people's government and the sub-district offices to perform their educational duties according to law;
(three) to supervise the direction, level and efficiency of running schools in counties (autonomous counties and cities) below the middle level;
(four) to supervise other educational and teaching institutions in counties (autonomous counties and cities);
(five) to investigate and study major issues in education, reflect the situation to the people's government at the corresponding level, and put forward opinions and suggestions;
(six) to organize the training of inspectors and carry out scientific research on educational supervision;
(seven) to handle other matters assigned by the people's government at the same level and the higher education supervision institutions. Article 8 The educational supervision institutions of the people's government shall implement the system of inspector's responsibility area, and may set up several educational supervision areas according to the needs of work, and designate part-time inspectors to be responsible for the educational supervision work in the areas. Article 9 The educational supervision institutions of the people's governments shall be equipped with educational supervision personnel according to their duties and tasks. Educational supervisors include heads of educational supervision institutions, inspectors and staff. The director and deputy director of educational supervision institutions shall be appointed and removed by the people's government at the corresponding level. Tenth inspectors are divided into full-time inspectors, part-time inspectors and special education inspectors. Full-time supervisors shall be appointed and removed in accordance with the personnel management authority of administrative organs. Part-time inspectors and special education inspectors shall be appointed by the people's government at the corresponding level from state organs, democratic parties, social organizations, enterprises and institutions for a term of three years.
Full-time inspectors, part-time inspectors and special education inspectors shall be awarded the inspector certificate by the people's government at the corresponding level and enjoy the same educational supervision authority. Eleventh special inspector shall meet the following conditions:
(a) adhere to the party's basic line and love the cause of socialist education;
(two) familiar with education laws, regulations and policies, with a high level of policy;
(three) with a bachelor's degree or equivalent, with more than 7 years of education experience (except part-time inspectors), familiar with the education business, and have the corresponding working ability;
(four) abide by the law, adhere to the principle, decent style, fair;
(5) good health. Article 12 An inspector shall receive necessary professional training and earnestly perform his duties. People's governments at all levels and their education administrative departments shall provide conditions for inspectors to carry out their work. Thirteenth education supervision is divided into comprehensive supervision, special supervision and follow-up supervision.
Comprehensive supervision refers to the comprehensive and systematic supervision, inspection, evaluation and guidance of the education work in a region or a school according to the supervision plan.
Special supervision refers to the local special supervision, inspection, evaluation and guidance for a region or a school according to the supervision plan.
Follow-up supervision refers to going to the supervised unit from time to time to understand the situation and check the work. Fourteenth comprehensive supervision and special supervision in accordance with the following procedures:
(a) the education supervision institution shall determine the supervision plan according to the supervision plan, and issue a supervision notice to the supervised unit 30 days before the implementation of supervision;
(two) the supervised unit shall, within 30 days from the date of receiving the notice of supervision, conduct self-examination and self-evaluation, and report the self-examination and self-evaluation in writing to the educational supervision institution;
(3) Educational supervision institutions shall, within 3 days from the date of receiving the self-examination and self-evaluation report, send inspectors to the supervised units for supervision;
(4) The inspector shall submit a supervision report to the educational supervision institution within 5 days after the supervision, and the educational supervision institution shall make a written supervision conclusion decision to the supervised unit within 10 days from the date of receiving the supervision report.
