Education supervision includes the following contents:
(a) the supervision of the people's governments of cities, districts and counties (autonomous counties) on the implementation of education laws, regulations and national education policies by the people's governments at lower levels;
(two) the supervision of the people's governments of cities, counties (autonomous counties) on the relevant departments of the people's governments at the corresponding levels to perform their educational duties;
(three) the people's governments of cities, districts and counties (autonomous counties) shall supervise the education and teaching work of schools and other educational institutions (hereinafter referred to as schools) within their respective administrative areas. Article 3 The people's governments of cities, districts and counties (autonomous counties) shall set up an education supervision committee, which shall be responsible for overall planning, coordination and guidance of education supervision within their respective administrative areas, deliberation of major issues in education supervision, and coordination and solution of major issues in education supervision.
City, county (Autonomous County) people's government education supervision office is the office of the education supervision committee at the corresponding level, and undertakes the specific implementation of education supervision in this administrative region.
City, county (Autonomous County) people's government education supervision committee and its education supervision office are collectively referred to as education supervision institutions. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall strengthen their leadership over education supervision, strengthen the construction of supervision teams, and include the funds for education supervision in the financial budget to ensure the normal development of education supervision.
The relevant departments of the people's governments of cities, districts and counties (autonomous counties) shall, in accordance with their respective responsibilities, do a good job in educational supervision. Fifth supervised units and their staff shall actively cooperate with the educational supervision institutions to carry out their work according to law, and shall not refuse or obstruct.
Schools should establish an in-school supervision mechanism and strengthen internal education and teaching supervision. Conditional schools can be equipped with staff. Chapter II Supervision Institutions and Inspectors Article 8 Under the leadership of the people's government at the corresponding level, educational supervision institutions independently exercise their educational supervision functions and perform the following duties:
(a) to supervise the relevant departments of the people's government at the same level and the people's governments at lower levels to perform their educational management duties;
(two) according to the management authority to supervise and guide all kinds of schools to run schools;
(three) tracking and analyzing the education policies of the people's government at the corresponding level and its relevant departments, and putting forward opinions and suggestions;
(4) Assessing and monitoring the development and quality of education;
(five) to supervise the educational evaluation and monitoring activities of the evaluation and monitoring institutions;
(six) training, assessment and management of inspectors;
(seven) other duties as prescribed by laws and regulations and determined by the people's government at the corresponding level. Article 9 The appointment or engagement of inspectors shall be conducted in accordance with the qualifications, authority and procedures prescribed by the state.
Inspectors include full-time inspectors and part-time inspectors of cities, districts and counties (autonomous counties). District and county (Autonomous County) inspectors shall report to the municipal education supervision institutions for the record.
City, county (Autonomous County) people's government according to the needs of education supervision, equipped with more than three full-time education supervisors. The term of office of part-time inspectors is three years, with no more than three consecutive terms. Tenth inspectors shall perform the following duties:
(a) assigned by the educational supervision institutions to conduct regular supervision of the school;
(two) to participate in special supervision and comprehensive supervision organized by educational supervision institutions;
(three) to participate in the evaluation and monitoring organized by educational supervision institutions;
(four) to complete other tasks assigned by the educational supervision institutions. Eleventh inspectors should obey the management of educational supervision institutions and accept the training and assessment organized by educational supervision institutions.
Those who fail to pass the examination, fail to perform their duties according to regulations or commit other violations of law and discipline shall be dismissed or dismissed according to procedures. Article 12 An inspector who carries out supervision shall withdraw under any of the following circumstances:
(1) Being a close relative of the principal responsible person of the supervised unit;
(2) The spouse, parents or children are employed in the supervised unit;
(3) Being a staff member of the supervised unit;
(4) Having left the supervised unit for less than three years;
(five) other circumstances that may affect the objective and fair implementation of educational supervision.
The withdrawal of the inspector shall be decided by the inspector himself or the supervised unit to the supervising agency that appointed the inspector.
If the educational supervision institution finds that inspectors should avoid, it can directly decide the withdrawal of inspectors. Thirteenth inspectors in the implementation of education supervision, should produce a unified inspector certificate made by the municipal education supervision institutions.
