Subsidy target:
The subsidy target is all farmers (including farm workers) who have the right to contracted management of cultivated land.
Definition of subsidized area:
The subsidy area is based on the registration and certification area of rural land contractual management right. If the registration and certification of ownership rights have not been completed, the area contracted by households will be adjusted by exclusion method, and the area that changes the nature of cultivated land will actually be reduced. For example, returning farmland to forests, converting plots of grain fields into facility agriculture and cultivated land that has been used as livestock farms, the South-to-North Water Transfer Project, high-speed railways (highways), industrial clusters and other countries legally expropriate (occupy) cultivated land used as construction land, and the cultivated land that has been abandoned for many years and "filled up" in the balance of occupation and compensation is not subsidized.
Allocation of subsidy funds:
The central government allocates agricultural support and protection subsidies according to factors such as cultivated land area and grain output. According to the allocation of funds by the central government, the amount of direct subsidies and comprehensive subsidies for agricultural materials by provincial finance will be allocated to counties directly under the provincial government in the same proportion on the basis of deducting 20% of comprehensive subsidies for agricultural materials. The remaining funds formed after the settlement of subsidies for improved crops in counties (cities, districts) are used to support the protection of cultivated land fertility.
