Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on the Administration of Explosives for Civil Purposes and in the light of the specific conditions of this Municipality in order to ensure the safety of life and property of the state and people and maintain social order in the capital. Article 2 The production, storage, transportation, sale and discharge of fireworks and firecrackers and civil flares (hereinafter referred to as fireworks and firecrackers) in the non-forbidden areas of this Municipality shall be managed in accordance with these Provisions. Article 3 Units that produce and store fireworks and firecrackers must be far away from towns, residential areas, scenic spots and other important facilities such as water conservancy, transportation, bridges, tunnels, high-voltage transmission lines, communication lines, oil pipelines and gas pipelines. Article 4 The factories, warehouses and other buildings of fireworks production and storage units must meet the requirements of relevant laws and regulations, such as the Code for Safety Design of Fireworks and Firecrackers Factory and the Code for Fire Protection Design of Buildings, and set up corresponding safety facilities such as ventilation, cooling, moistureproof, fire prevention, explosion prevention, lightning protection and antistatic. Do not meet the requirements, are not allowed to engage in the production and storage of fireworks. Chapter II Production Management Article 5 To establish a fireworks production unit, an application must be submitted to the local public security bureau or county bureau with the approval document of the superior competent department. After the approval of the Municipal Public Security Bureau, the local public security bureau and county bureau will issue the "Safety Production License for Explosives", and apply for a business license from the local administrative department for industry and commerce on the strength of this license. Article 6 The production unit shall report the production varieties, technical specifications and dosage forms to the local public security bureau and county bureau for the record.

It is forbidden to use chlorate, phosphorus and fulvic acid (gallic acid) as chemical raw materials to prepare pyrotechnics. The mechanical sensitivity of impact and friction of pyrotechnics prepared with perchlorate should not be higher than that of black powder.

It is forbidden to make, throw or smash guns. Seventh production and processing workshops, processing parts should have fixed procedures and personnel, and strictly control the number of drugs stored. It is forbidden to mix working procedures, overstaffed production and overstocked storage. Operating procedures and post responsibility system should be formulated for each process, and safety personnel should be set up step by step to supervise the implementation of the safety system. Article 8 Production management personnel must be familiar with product performance and operating rules, and strictly abide by operating rules and safety production regulations. Newly hired personnel must undergo technical training and pass the examination before they can take up their posts. Article 9 It is forbidden to use ferrous metal products in production tools that come into contact with drugs; It is forbidden to use nylon screen bottom. Operators are not allowed to wear chemical fiber clothes, shoes with nails, fire-fighting equipment and kindling when working.

The processes of mixing, mixing, screening, pressing and granulating must be isolated. Tenth fireworks and display bombs must have registered trademarks, and the shell of firecrackers should be printed with the production unit code and product batch number. The quality of products must meet the standards of fireworks and firecrackers issued by the Ministry of Light Industry. Products must pass the inspection and issue a product inspection certificate before they can be sold in the factory. Chapter III Storage Management Article 11 Fireworks and firecrackers must be stored in special warehouses with fixed storage varieties and safety reserves, and shall not be mixed with other articles or stored in excess.

The establishment of fireworks warehouse must be approved by the local public security bureau and county bureau, and the explosives storage license can be issued before it can be opened.

The warehouse should be supervised by a special person, and the system of storage, receiving and dispatching and warehousing registration should be implemented. Twelfth in the New Year's Day, Spring Festival and other holiday sales, temporary sales of fireworks and firecrackers commercial retail units must strengthen the safety management of temporary warehouses, warehouses must be surrounded by fire-fighting space and fire exits, and equipped with adequate fire-fighting equipment. Chapter IV Transportation Management Article 13 When transporting fireworks and firecrackers in the non-forbidden area of this Municipality, it shall be transported by special vehicles with bills of lading issued by the Municipal Ceramics Company, covered with tarpaulins and securely tied, and escorted by special personnel.

Fireworks and firecrackers brought into the city for sale can only be transported after the Municipal Ceramic Miscellaneous Products Company holds the order contract and product inspection certificate and applies to the Municipal Public Security Bureau for the explosives transport certificate.

Fireworks and firecrackers shipped out of this city can only be transported after the purchasing unit goes through the formalities with the order contract and product inspection certificate to the county and municipal public security bureau of the receiving place.

Fireworks and firecrackers exported by foreign trade shall be transported by the transport certificate of explosives issued by the county or municipal public security bureau where the exit port is located. Fireworks and firecrackers produced by foreign trade manufacturers outside Beijing must be packaged centrally in Beijing, and they can only be transported after applying to the centralized public security bureau for explosives transportation license on the basis of the contract and product inspection certificate of Beijing Native Products Import and Export Corporation. Article 14 The carrier must accept the transportation business with the Explosive Transport Certificate, and carry out special vehicle transportation, which shall be stamped and fastened. The consignor shall send someone to escort him.

Fireworks and firecrackers are not allowed to be sold in the forbidden area. If you need to transport fireworks through the forbidden zone, you must apply to the Municipal Public Security Bureau for approval in advance. Fifteenth fireworks are not allowed to take public transport and enter parks, theaters, stadiums and other public places.

It is forbidden to carry fireworks and firecrackers in checked, stored and mailed luggage, parcels and mails. Chapter V Sales Management Article 16 The purchase and wholesale business of fireworks and firecrackers in this Municipality shall be operated by the Municipal Ceramic Miscellaneous Products Company, and no other unit or individual may engage in the purchase and wholesale business; Units and individuals that are allowed to sell may not purchase goods from other channels. Where products are purchased from other places, the words "distribution by Beijing Ceramic Miscellaneous Products Company" should be printed on the trademark and reported to the Municipal Public Security Bureau for the record. Do not buy or sell dangerous varieties.
