Administrative service center, formerly known as administrative examination and approval service center, is also known as government service center. In China, most comprehensive administrative service institutions came into being at the beginning of this century, especially before and after the promulgation of the Administrative Licensing Law. According to relevant statistics, there are more than 3,300 comprehensive administrative service institutions at all levels in China, covering almost all counties and cities in the country. The emergence of comprehensive administrative service institutions in China conforms to the practical requirements of building a service-oriented government and is a new exploration of the government's public service methods and procedures. The reasons can be roughly divided into factual reasons and legal reasons.
