In accordance with the notification requirements of the Office of the Leading Group for COVID-19 Epidemic Response, in order to further change customs, reduce the risk of virus transmission caused by gathering activities, and ensure the life safety and health of the people in the city, we hereby earnestly strengthen the epidemic prevention and control work of gathering activities such as weddings, funerals and weddings as follows:
First, strictly control assembly activities.
Strictly control all kinds of party activities such as weddings, funerals and weddings, and vigorously advocate "postponing or simplifying weddings, simple funerals and less banquets". Activities that really need to be held should be as small as possible, and the responsibilities of all parties should be compacted according to the principle of "who sponsors, who is responsible, who undertakes, who is responsible, who is in charge, who provides the venue and who is responsible".
The first is to advocate "delaying or simplifying marriage". From now on, the wedding activities will be postponed. If the confirmation date cannot be postponed, the number and scale should be strictly limited, with a maximum of 50 people at 5 tables, and necessary prevention and control measures should be taken to resolutely prevent people from gathering and cross-infection.
The second is to advocate "simple burial". Adhere to the principle of simplicity, and the funeral should be done quickly. It must be arranged by the Red and White Council, strictly control the scope of personnel, reduce the scale of funeral treatment, simplify funeral ceremonies, reduce the gathering time, advocate one-day settlement, and prohibit collective dinners.
The third is to advocate "less banquets". Family gatherings, birthdays, engagements, full moons, housewarming, business opening and other banquets are encouraged, and congratulations are expressed by telephone and video to enhance feelings. If it really needs to be held, the number of promoters should not exceed 10 at most.
The second is to strictly manage filing and approval.
During the prevention and control of epidemic normalization, the gathering activities such as weddings, funerals and weddings must be registered in advance.
Report for approval. Individuals holding activities should report to the local village Committee in advance, fill in the registration form for weddings, funerals and weddings, and the village Committee should report to the town and street where it is located, and it can only be handled after approval. Party member cadres, organs, enterprises and institutions staff to hold activities need to declare to the unit. At the same time, to implement the responsibility of industry supervision, the organizer should report to the competent department of industry for approval, and fill out the Registration Form for Catering Units to undertake weddings, funerals and banquets.
Register for the record. Organizers shall truthfully provide the specific matters, time, place, number of participants, personal information, etc. of weddings, funerals, weddings and other gathering activities, and village committees, towns, streets and industry supervision departments shall establish detailed work ledgers, verify the registration one by one, and file for the record. The event organizer should implement the main responsibility of epidemic prevention and control, truthfully register the personal information of the participants, and implement various prevention and control measures such as temperature measurement and four-code joint inspection.
Closed loop management. Local towns, streets and industry supervision departments should, in accordance with the division of tasks, strengthen the supervision of weddings, funerals, weddings and other gathering activities, carry out supervision and inspection in a timely manner, put forward prevention and control requirements, and urge the implementation of various prevention and control measures such as personnel health, food safety and environmental disinfection. Promptly persuade those who do not meet the epidemic prevention and control regulations, and timely stop and properly handle those who do not cooperate with the epidemic prevention and control regulations. After the activity, the organizer shall truthfully report to the villagers' committee or the competent department of industry the actual participants and the nucleic acid test certificates of the participants. Towns, streets and industry supervision departments timely summarize the registration of weddings, funerals, weddings and other gathering activities, establish and improve the registration ledger, save files, and regularly report to the municipal epidemic prevention office for the record.
Third, strictly control the handling process.
Organizers and contractors of gathering activities such as weddings, funerals and weddings should strengthen safety management in the process of handling, and local towns, streets and industry supervision departments should earnestly fulfill their supervisory responsibilities and strive to achieve three "health management":
The first is personnel health management. Organizers and participants of weddings and funerals must hold negative nucleic acid test certificates within 48 hours. The organizer is responsible for arranging special personnel to register the health information and monitor the temperature of the participants, and to master the living history and health status of the relevant personnel in the first 14 days, especially to accurately grasp the situation of foreign high-level personnel outside the province and outside the city. The second is food health management. In food processing, raw and cooked foods should be processed and stored separately to avoid cross-contamination. Food processing places should be clean and hygienic, and cleaned regularly. Public chopsticks and spoons are provided during meals. Diners should keep a certain distance and take measures such as separate meals, simple meals and wrong meals. The food safety offices of towns and streets are responsible for filing and implementing inspections.
The third is to kill health management. Strengthen the cleaning, ventilation and disinfection of key places such as wedding and funeral venues, rest areas, reception areas, public toilets and van elevators, spray or wipe chlorine-containing disinfectants on high-frequency contact surfaces, mop indoor floors, and keep the environment clean and tidy. Disinfection and sterilization should be recorded for future reference.
