According to the Measures for the Administration of Taxi Passenger Transport in Anhui Province:
Article 9? To apply for taxi passenger transport, the following conditions shall be met:
(1) It has funds that meet the requirements; ?
(2) Having vehicles and supporting facilities and equipment that meet the requirements of Article 10 of these Measures; ?
(3) Having a fixed parking place that meets the requirements; ?
(four) there are drivers who meet the requirements of article eleventh of these measures; ?
(five) have the corresponding ability to bear responsibility; ?
(six) a sound safety production management system and service quality assurance measures; ?
(seven) other conditions stipulated by laws and regulations. ?
Article 10? Vehicles engaged in taxi passenger service shall meet the following conditions:
(a) in line with the national technical conditions for motor vehicle operation safety, operating vehicle standards and motor vehicle exhaust emission requirements, and passed the test; ?
(two) the installation of taxi ceiling lights, empty signs and taxi mileage meter; ?
(three) spraying taxi passenger signs; ?
(4) Other conditions stipulated by laws and regulations. ?
Article 11? Drivers engaged in taxi passenger transport business shall meet the following conditions:
(a) to obtain the corresponding motor vehicle driver's license; ?
(two) the age is not more than 60 years old; ?
(three) have more than 3 years of driving experience, and no record of major traffic accidents. ?
Drivers who meet the requirements specified in the preceding paragraph shall obtain the taxi driver's qualification certificate after passing the examination by the taxi management institution affiliated to the transportation administrative department of the people's government of the city or county in accordance with the relevant provisions of the state and province.

The Regulations on the Administration of Road Transport Practitioners stipulates that:
Article 15 Those who apply to take the qualification examination for drivers of commercial road passenger and freight transport shall apply to the municipal road transport management institution of their domicile or temporary residence, fill in the Application Form for the Qualification Examination for Drivers of Commercial Road Passenger and Freight Transport, and provide the following materials:
(a) identity certificate and a copy; ?
(2) Motor vehicle driver's license and its copy; ?
(three) to apply for the qualification examination of road passenger drivers, it shall also provide a certificate issued by the competent department of road traffic safety that there is no record of major traffic accidents within 3 years. ?
Article 27 The qualification certificates of road transport practitioners shall be uniformly printed and numbered by the Ministry of Transport. ?
The qualification certificate of road dangerous goods transport practitioners shall be issued and managed by the municipal transportation department with districts. ?
The business road passenger and freight transport driver qualification certificate is issued and managed by the municipal road transport management institution with districts. ?
