First, the scope of prohibition.
South of the Yangtze River, west of Jiuhua River, Shanghai-Chongqing Expressway and Baiyang River, north of Ning 'an Railway and east of Qiupu River, the specific scope covers all areas under the jurisdiction of Chiyang Street, Qiupu Street, Qingfeng Street, Xinghua Village Street and Jiangkou Street in Guichi District, and some areas under the jurisdiction of Qingxi Street, Maya Street and Meilong Street.
Fireworks and firecrackers are prohibited in the following places outside the forbidden area:
Office of state organs;
(2) cultural relics protection units;
(3) Transportation hubs such as stations, docks and airports, and safety protection zones for urban trunk roads and railway lines;
(4) Units that produce and store inflammable and explosive articles;
(5) Within the safety protection zone of power transmission and transformation facilities;
(6) Safety protection zones for military installations;
(seven) medical institutions, kindergartens, schools and institutions for the aged;
(8) Scenic spots and parks;
(nine) forest, green space, nursery and other key fire prevention areas;
(ten) shopping malls, bazaars, public cultural activities, religious activities and other crowded places;
(eleven) funeral homes, cemeteries and other public places of worship are not designated places.
No unit or individual may set off or operate fireworks and firecrackers in prohibited areas and places.
Second, the legal responsibility
Those who set off or operate fireworks and firecrackers in the central city shall be punished by public security, safety supervision and other departments in accordance with relevant laws and regulations. If the case constitutes a crime, criminal responsibility shall be investigated according to law. If damage is caused to state or collective property, it shall be liable for compensation according to law. Specific provisions mainly include:
(a) fireworks are set off in prohibited areas and places, or fireworks safety regulations are violated outside prohibited areas and places. According to Article 16 of the Regulations on the Administration of Fireworks and Firecrackers in Chizhou City, the public security organ shall order it to stop the discharge and impose a fine of more than 100 yuan and less than 500 yuan; Those who violate the administration of public security shall be punished according to law.
(II) According to Article 19 of the Regulations on the Administration of Fireworks and Firecrackers in Chizhou City, the public security organ may impose a fine of not less than 1,000 yuan but not more than 2,000 yuan on the realty service enterprises and operators that provide services such as weddings, funerals and weddings, and fail to dissuade or report the illegal discharge of fireworks and firecrackers.
(3) According to Article 17 of the Regulations on the Management of Fireworks and Firecrackers in Chizhou City, those who operate fireworks and firecrackers in prohibited areas and places shall be ordered by the safety production supervision and management department to stop the illegal acts, and the wholesale enterprises and retail operators without business licenses shall be fined more than 20,000 yuan/kloc-0.000 yuan but less than 5,000 yuan, and the retail operators with business licenses shall be fined more than/kloc-0.000 yuan and the illegal operations shall be confiscated.
Any unit or individual has the right to discourage or report to the public security, safety supervision and other departments the acts of setting off fireworks and firecrackers in violation of regulations. Encourage units and individuals to report illegal fireworks and firecrackers through the "12345" mayor hotline and the "1 10" alarm telephone. If the evidence provided is verified by the public security organ, 500 yuan will be rewarded.
