Measures of Anshan Municipality on the Administration of Outdoor Advertising
Chapter I General Provisions Article 1 In order to strengthen the planning and management of outdoor advertisements in Anshan City and promote the standardization, institutionalization and legalization of city appearance management, these Measures are formulated in accordance with the Advertising Law of People's Republic of China (PRC) and the Regulations of Anshan City on the Administration of City Appearance and Environmental Sanitation, and in combination with the actual situation of our city. Article 2 The term "outdoor advertising management" as mentioned in these Measures refers to the planning and management of setting up, posting, distributing, scribbling and publishing advertisements on urban roads, squares, green spaces, bus shelters, stations, buildings (structures), painting (newspaper) corridors, sketch buildings, municipal public facilities, construction site fences, residential areas and residential areas. Article 3 All units and individuals who set up, post and publish outdoor advertisements in urban areas shall abide by these Measures. Article 4 The municipal construction administrative department is the competent department in charge of outdoor advertising planning, setting and management, and the Municipal Urban Construction Management Office (hereinafter referred to as the Municipal Urban Management Office) performs specific management functions and supervises and manages the banning of illegal advertisements and posters.

The people's governments of all urban areas carry out daily management according to their management authority.

The relevant administrative departments of industry and commerce, environmental protection, public security, etc. shall do a good job in outdoor advertising management according to their respective management authority. Chapter II Establishment of Outdoor Advertisements Article 5 The establishment of outdoor advertisements shall be subject to a centralized examination and approval system.

Advertisers, advertising agents and publishers should apply to the city management office for setting up outdoor advertisements on both sides of the main roads and stations in the city. After passing the preliminary examination, they should go through the formalities for examination and approval of advertising content at the administrative department for industry and commerce and be approved by the city management office before setting up outdoor advertisements.

Advertisers, advertising agents and publishers who set up outdoor advertisements on both sides of urban secondary roads and residential areas shall go through the formalities for examination and approval of advertising content at the administrative department for industry and commerce after the preliminary examination of the neighborhood offices where they are located and the approval of the district urban construction departments, and can only set up after the approval of the municipal urban management office.

Advertisers, advertising agents and publishers must obtain the consent of the municipal, public and other facilities property units occupied and attached by outdoor advertising media before going through the examination and approval procedures with the relevant departments. To organize meetings or activities, you must go to the municipal management office, industry and commerce and relevant departments for temporary setting and release procedures. Seventh approved outdoor advertising, the setting unit must be set within the specified time, not set in time to re-perform the examination and approval procedures; Outdoor advertisements that have been set up shall not be idle, and public service advertisements shall be released. Eighth outdoor advertising must be true, legal, healthy, clear, clear picture, standardized text, beautiful style, high-grade materials, solid and safe settings. Article 9 The proportion of public service advertisements in approved outdoor advertisements shall not be less than10%; Outdoor advertising should indicate the name of the setting and publishing unit. Tenth outdoor advertising approval is valid for a maximum of one year. If it needs to be used within the time limit, it must go through the extension formalities at the urban management department. Eleventh outdoor advertising must be kept clean and tidy. Advertisers, advertising agents and publishers shall promptly repair and update obsolete and damaged advertisements. Twelfth outdoor advertising, such as changing the content and layout, must go through the examination and approval procedures again. Outdoor advertising has been set, in the period of validity due to urban construction needs to be removed, the demolition unit should inform the advertising set 30 days in advance. Chapter III Management of Poster Advertisements Article 14 Publicity materials and posters used for trading, publicity, promotion and notification without the approval of the municipal administrative department for industry and commerce are illegal advertisements and must be banned. Fifteenth municipal departments to organize public welfare publicity, education and other needs to distribute and post all kinds of advertisements, must be approved by the city management office.

It is forbidden for any unit or individual to send, distribute, scribble and post all kinds of advertisements on both sides of urban roads, buildings, squares, green spaces, telephone poles, bridges and culverts, trees and other municipal facilities and public places, as well as on roads in residential areas and communities. Sixteenth city main roads on both sides, the station area by the municipal management office is responsible for the management; Below secondary roads (including secondary roads), both sides of roads and residential areas are managed by urban construction management departments and sub-district offices organized by urban people's governments. Seventeenth individual industrial and commercial households and individuals to post all kinds of posters and advertisements, must go through simple procedures in the administrative department for Industry and commerce, and post them in the public advertising column specially set up by the relevant departments. Eighteenth urban construction management departments at all levels should set up public * * * advertising columns on both sides of the road and the corresponding positions in residential areas. The content of the advertising column should be changed regularly and the layout should be kept clean and tidy. Chapter IV Punishment Article 19 The municipal and district construction (urban construction) administrative departments may punish acts that violate these measures:

(a) unauthorized installation of outdoor advertising, demolition within a time limit, overdue demolition, it should be forced to dismantle, and bring materials to the workplace;

(two) failing to set up outdoor advertisements according to the regulations, make corrections within a time limit and impose a fine of 500 to 1000 yuan;

(three) if the setting unit fails to maintain and repair outdoor advertisements in time, it shall make corrections within a time limit; If no correction is made within the time limit, a fine of 500 to 1000 yuan will be imposed until it is forcibly removed;

(four) posting, setting, throwing, graffiti, hanging outdoor advertising, a deadline to clean up, and impose a fine on each (Zhang) 30 yuan;

(5) Failing to update outdoor advertisements regularly as required, making corrections within a time limit and imposing a fine of 500 to 1000 yuan;

(six) after the expiration of the effective period of the advertisement, the advertisement continues to be used without going through the extension formalities, or refuses to pay the paid use fee of the advertising facilities, and is forcibly removed at the workplace.
