There is no bus from Panzhihua to Luquan, and the 6 trains to Kunming pass Luquan every day. The Wuding-Fumin section of G5 Beijing-Kunming Expressway may be open to traffic, without going through Luquan County, and I have never taken the shuttle bus since then. If you take the expressway and don't get off the highway, then the station won't sell tickets for Luquan. As long as you sell them, you can get off Luquan. Luquan County is 70 kilometers away from Sayingpan Town, and halfway to Jiaoping, the road is OK.
