To apply for a taxi operating license and qualification certificate, the following conditions shall be met:

Taxi operators who transfer the business license plate and business qualification certificate shall apply to the city taxi management agency together with the transferee. City taxi management agencies shall make a decision within twenty days from the date of acceptance.
If the transferee meets the prescribed conditions, the transfer shall be granted, and a notice of consent to the transfer shall be issued to the transferor and the transferee, and the transferee shall go through the transfer formalities at the place designated by the municipal taxi management agency with the notice of consent to the transfer; If the transferee does not meet the requirements, it shall not be transferred, and the reasons shall be explained in writing to the transferor and the transferee. If the taxi business license plate and business qualification certificate are transferred, the validity period will remain unchanged.
