In order to strictly implement the central, provincial and municipal decision-making arrangements for epidemic prevention and control, and do a good job in the management of weddings, funerals and other activities during the normalization of the epidemic, relevant matters are hereby notified as follows:

The first is to advocate "late marriage". From now on, the wedding activities will be postponed. After the confirmation date cannot be postponed according to the regulations, the number and scale will be strictly controlled, the procedures will be simplified, and necessary prevention and control measures will be taken to resolutely prevent cross-infection of crowds.

The second is to advocate "simple burial". The funeral should be done quickly and simply, which must be arranged by the Red and White Council, strictly control the scope of personnel, reduce the scale of funeral treatment, and take necessary protection and preventive measures. Simplify funeral ceremonies, reduce party time, advocate one-day completion, and prohibit group dinners.

The third is to advocate "closed banquet". For birthday, engagement, full moon, housewarming, opening and other banquet activities, it is advocated not to do it, and to express congratulations by telephone and video to enhance feelings.

The fourth is to strictly implement the "prior" approval. Individual activities should be approved by the local village committee and the township government where the village committee is located, and reported for the record. Only after approval can they operate. Party member cadres, government agencies, enterprises and institutions staff activities also need to be reported to the unit "double record".

The fifth is to strictly implement "in-process" supervision. The village committee shall supervise the villagers, government agencies, enterprises and institutions within its jurisdiction, and at least 1 cadres shall follow the whole process as supervisors, and the Red and White Council shall intervene at the first time. Those who refuse to implement the declaration system or scale operation shall report to the Township People's Government and its subordinate organs, enterprises and institutions in a timely manner.

Sixth, strictly participate in the management of activists. The organizers of weddings and funerals are responsible for arranging special personnel to register health information and monitor the participants' body temperature, so as to grasp the life history and health status of the relevant personnel in the first 14 days, especially accurately grasp the situation of foreign exchange personnel outside the province, especially in Beijing. At the same time, do a good job in health protection, wear masks scientifically, strictly control the scale and density of personnel, advocate that family gatherings should not exceed 10, funeral banquets should be limited to the day of the funeral, and mobile hotels should not exceed 5 tables and 50 people. All township market supervision offices shall record all the operating conditions of mobile hotels.

Seventh, strictly implement the full closed loop of "after the event" report. After the event, the individuals who hold the event shall truthfully report the actual participants' three-code detection to the examination and approval unit and keep the files, and the towns, enterprises and institutions where they are located shall summarize the situation in their respective jurisdictions every half month for future reference.

Eighth, strengthen food safety inspection. In food processing, raw and cooked foods should be processed and stored separately to avoid cross-contamination. Food processing places should be clean and hygienic, and cleaned regularly. Public chopsticks and spoons are provided during meals. Diners should keep a certain distance and take measures such as separate meals, simple meals and wrong meals. Villages and towns are responsible for filing, and village coordinators conduct inspections.

Nine is to strengthen environmental disinfection. Strengthen the cleaning, ventilation and disinfection of wedding venues, catering units and organizers are responsible, and relevant departments of towns and villages implement supervision and guidance.

Ten is to strengthen political responsibility. Implement grid management at the county, township and village levels, and establish and improve the responsibility system of industry guidance, territorial management and subject responsibility. Civil affairs, health, municipal supervision and other departments should supervise and guide according to their respective responsibilities; Each township is responsible for the epidemic prevention and control of local weddings, funerals and festive banquets; The unit or the villagers' committee should conscientiously perform the main responsibility of epidemic prevention and control; Trade unions or village red and white councils of all units should earnestly perform their functions and strictly implement the requirements for epidemic prevention and control of mass activities. The Supervisory Committee of the Commission for Discipline Inspection supervises the performance of duties and responsibilities of all departments and units, and severely deals with those who fail to supervise according to laws and regulations.
