(1) Art performance groups and individuals engaged in commercial performances such as drama, music, dance, folk art, acrobatics, magic, circus, puppet, shadow play and fashion art performance.
(2) theaters, theaters, clubs, auditoriums, cultural centers, cultural palaces, cultural centers (stations), art palaces, gymnasiums (fields), hotels, restaurants, shopping malls, parks, squares and other units that provide places for business performances and business activities.
(3) Performance brokerage institutions that provide intermediary services for commercial performance business activities. Article 4 The Municipal Bureau of Culture is the competent authority for commercial performances and business activities in this Municipality; District and county cultural relics bureaus are responsible for the management of commercial performances and business activities within their respective jurisdictions.
Public security and industrial and commercial administrative organs at all levels shall, according to their respective responsibilities, supervise and manage the business activities of commercial performances according to law. Chapter II Employment Conditions and Examination and Approval Article 5 To apply for the establishment of an artistic performance group engaged in commercial performance business activities, the following conditions must be met:
(a) the person in charge of the art performance group must have a college degree or above and a certain political and professional quality and artistic accomplishment, and be trained by the Municipal Bureau of Culture;
(2) Having corresponding cast members and management personnel;
(3) Having a sound management system and articles of association;
(4) Dramas (festivals) with certain artistic quality and quantity;
(5) Having a fixed office space, a rehearsal space and equipment required for performances. Article 6 An individual applying to engage in commercial performances must meet the following conditions:
(a) with a permanent residence or temporary residence permit in this city, at least eighteen years of age, and with a high school education or above;
(two) the on-the-job personnel must have the approval certificate of the unit where they work, and the non-on-the-job personnel must have the job application certificate of the township (including the street);
(three) have the corresponding performance skills and artistic accomplishment, and passed the examination by the cultural administrative organ. Article 7 To apply for the establishment of a commercial performance venue, the following conditions must be met:
(a) the person in charge of the business performance venue must have a high school education and a certain political and professional quality and artistic accomplishment, and be trained by the Municipal Bureau of Culture;
(2) Having corresponding management personnel and professional and technical personnel;
(3) Having a sound management system and articles of association;
(four) there are buildings and performance equipment and other related ancillary facilities that meet the national technical standards;
(five) the building structure must comply with the relevant provisions of safety and fire control. Article 8 To apply for the establishment of a brokerage institution engaged in commercial performances, the following conditions shall be met:
(a) the person in charge of the performance brokerage institution must have a high school education or above and a certain political and professional quality and artistic accomplishment, and be trained by the Municipal Bureau of Culture;
(two) full-time employees with a certain level of business;
(3) Having a sound management system and articles of association;
(4) Having a fixed office space and facilities suitable for its business scope;
(five) the implementation of independent accounting, independent management, self financing. Article 9 Units and individuals applying to engage in commercial performance business activities must apply to the municipal or district/county administrative department for culture with relevant materials for the Business Performance License and the Performance Business License (hereinafter referred to as the License), and apply to the administrative department for industry and commerce for a business license with the license; To apply for the establishment of a commercial performance venue, you must also apply to the public security organ for a safety certificate.
The cultural administrative organ shall give a reply of approval or disapproval within 30 days from the date of receiving the application.
The conditions and approval procedures for central departments and military units to apply for business activities shall be handled in accordance with relevant state regulations. Article 10 Where an operator changes the registered items, he must go to the original issuing authority to register the change.
If it fails to carry out business activities for half a year or stops business activities for one year from the date of obtaining the license, it shall be regarded as business suspension, and the license shall be withdrawn by the original issuing authority.
The license is valid for one year. Operators must report to the original issuing authority for verification and issue a new certificate every year before they can continue to operate. Without verification and renewal of a new license to continue to operate, as unlicensed operation.
It is forbidden to alter, lend or forge the rental permit. Eleventh non-commercial performance units and individuals for special needs to hold or participate in temporary commercial performances, must be in accordance with the provisions of these measures to the Municipal Bureau of Culture to apply for a "temporary commercial performance license". Chapter III Performance Management Article 12 Holding commercial performance activities must be approved by the Municipal Cultural Bureau:
(a) the city's art performance groups and individuals, as well as performance brokerage institutions, organize Taiwan (group) to go to other provinces, autonomous regions and municipalities directly under the central government for business performances; Performing arts groups and individuals from other provinces, autonomous regions and municipalities directly under the Central Government, as well as performance brokerage agencies, organize Taiwan (groups) to come to Beijing for commercial performances.
(two) joint performances between art performance groups and group performances (groups) in which individuals are temporarily invited by art performance groups.
(3) Performance activities sponsored and undertaken by performance brokerage institutions.
(four) performances held in parks, squares, hotels, restaurants, gymnasiums (fields) and other large public places.
(5) Performances in the form of advertisements and sponsorships.
(6) Individual performances by individual actors and group performances among individual actors.
(7) Organizing performances by minors due to special circumstances.
