Regulations on the Protection of Intangible Cultural Heritage in Ziyun Miao and Buyi Autonomous County
Chapter I General Provisions Article 1 In order to inherit and carry forward the excellent national traditional culture, explore, protect and inherit the intangible cultural heritage, and promote the economic development and social progress of Autonomous County, these Regulations are formulated in accordance with the provisions of the Law on Regional National Autonomy in People's Republic of China (PRC), the Law on Intangible Cultural Heritage in People's Republic of China (PRC) and other laws and regulations, and in combination with the actual situation of Autonomous County. Article 2 These Regulations shall apply to the protection and management of intangible cultural heritage in autonomous counties. Article 3 Intangible cultural heritage as mentioned in these Regulations refers to various traditional cultural expressions handed down from generation to generation by people of all ethnic groups in Autonomous County, which constitute their cultural heritage, as well as objects and places related to traditional cultural expressions. , its scope includes:

(a) traditional embroidery, batik, weaving, root carving, utensils, sculpture, murals, lacquerware, silver ornaments and other handicrafts, works of art, signs, clothing, as well as traditional food, utensils and other manual skills;

(2) Handmade building skills of buildings (structures) and ancient villages with national and folk traditional cultural characteristics;

(3) traditional folk medicine;

(four) folk festivals with national and folk characteristics;

(5) Manuscripts, scrolls, classics, documents, music scores, genealogy, steles, couplets and pictures with historical and cultural values and artistic values;

(six) national folk literature (including oral literature), stories, legends, folk songs, music and dance, chanting, sports, acrobatics;

(seven) other intangible cultural heritage and its manifestations and material carriers that need to be protected. Chapter II Protection and Management Article 4 The protection and management of intangible cultural heritage shall follow the principles of giving priority to protection, giving priority to rescue, rational utilization and inheritance and development, and the principles of government-led, social participation, overall planning, clear responsibilities, point-to-point combination and step-by-step implementation.

To protect intangible cultural heritage, we should pay attention to its authenticity, integrity and inheritance. Fifth Autonomous County People's government to develop intangible cultural heritage protection planning, intangible cultural heritage protection and management into the national economic and social development planning, as well as urban and rural construction planning. Sixth Autonomous County People's government department in charge of culture is responsible for the protection and management of intangible cultural heritage within their respective administrative areas.

Autonomous County, ethnic and religious, development and reform, finance, housing and urban construction, public security, education, tourism, agriculture, land and resources, human resources and social security, archives, market supervision and other relevant departments shall, according to their respective functions and duties, cooperate in the protection and management of intangible cultural heritage.

Township (town) people's government, neighborhood offices in conjunction with the Autonomous County People's government departments in charge of culture to do a good job in the protection and management of intangible cultural heritage in the region.

Village (neighborhood) committees (communities) shall assist the local people's governments in the protection and management of intangible cultural heritage, and the competent cultural departments shall give guidance and support. Seventh intangible cultural heritage protection and management funds included in the fiscal budget at the corresponding level.

Autonomous County People's Government shall set up special funds for the protection and management of intangible cultural heritage according to the categories of intangible cultural heritage and the needs of actual work.

Special funds are mainly used for the following matters:

(a) the protection and research of key projects of intangible cultural heritage;

(2) Collecting, collecting, sorting out, researching, protecting and developing precious materials and objects of intangible cultural heritage, and establishing archives and databases;

(three) to declare the county, city, province and national intangible cultural heritage projects;

(four) key projects to rescue endangered intangible cultural heritage;

(five) funding the inheritance activities of the inheritors of intangible cultural heritage;

(6) Publishing intangible cultural heritage information and research results;

(seven) the inheritance, protection and reward of intangible cultural heritage;

(eight) other matters related to the protection and management of intangible cultural heritage. Article 8 Citizens, legal persons and other organizations are encouraged and supported to participate in the protection and management of intangible cultural heritage according to law.

Citizens, legal persons and other organizations are encouraged to donate intangible cultural heritage in kind and materials.

Encourage citizens, legal persons and other organizations to provide clues of intangible cultural heritage to the cultural authorities of the Autonomous County People's Government. Ninth Autonomous County People's government department in charge of culture is responsible for organizing the investigation, collation, confirmation and registration of intangible cultural heritage within their respective administrative areas, and establishing archives and databases. Relevant departments, citizens, legal persons and other organizations may, under the management of the cultural department of the Autonomous County People's Government, investigate the intangible cultural heritage according to law. After the investigation, it shall, within 30 working days, copy the relevant materials, pictures and other materials obtained from the investigation and submit them to the competent cultural department of the Autonomous County People's Government. Tenth to carry out intangible cultural heritage investigation, investigation, interview and physical collection activities, should obtain the consent of the respondents, respect the local ethnic customs, beliefs and habits, respect the authenticity and integrity, and shall not be distorted and abused, and shall not infringe upon the legitimate rights and interests of the respondents.

Overseas organizations or individuals conducting intangible cultural heritage investigation, academic investigation and research in Autonomous County shall apply to the competent cultural department of the provincial people's government in accordance with the provisions, and can carry out activities only after approval.
