In order to implement the spirit of the 16th National Congress of the Communist Party of China, comprehensively improve the running level of primary and secondary schools in our region, especially those that have not been reformed, meet the people's demand for high-quality basic education, realize balanced development of education, guarantee the equal rights of school-age children in our region, and accelerate the pace of realizing a well-off society, according to the actual conditions of running schools, the management and education quality of primary and secondary schools in Nanguan District, and in line with the principles of seeking truth from facts, coordinated development and running schools with characteristics, the implementation plan of graded guidance and classified running schools in our region is formulated.
I. Implementation measures
1, according to school conditions, management and quality, urban-rural differences and future development trends of schools, primary and secondary schools are divided into three categories: A, B and C (urban reformist schools are Class A, urban non-reformist schools are Class B and rural schools are Class C); According to the different situations of all kinds of schools, all kinds of schools are divided into three layers: A, B and C, and "graded guidance and classified promotion" is implemented.
2, similar schools at the same level, determine the same or basically the same work objectives and their different school-running characteristics, horizontal and vertical work comparison.
3. Evaluate and reward the school work according to the 2003 Nanguan District Education Work Plan and the Nanguan District School-running Level Hierarchical Guidance and Classification Promotion Award Scheme (attached).

Three. Principles and measures for implementation
This work is carried out according to the principle of "service, guidance, inspection, evaluation and promotion".
1, investigation guidance
The education administrative department and the business guidance department will conduct in-depth research on some schools, hold discussions with similar schools at the same level, help schools find their correct positioning, find out their shortcomings, determine the school-running concept with school characteristics, clarify their own work objectives, formulate practical work measures, give play to their own advantages, and strive to make breakthroughs and innovations in the level of running schools.
2. Macro-control
While doing a good job in the construction of "prestigious schools", we will increase the capital investment in unreformed schools and effectively improve the appearance of unreformed schools. For example, increasing conventional teaching facilities and equipment, educational modernization facilities and equipment, and teacher training funds are all related to the government's investment in the level and quality of education in non-reform schools. With this investment, we can establish the confidence of teachers and students in non-reformed schools, cheer up the spirit, and strive to ensure the overall balanced development of education in our district.
3. Policy inclination
According to the work performance of non-reformed schools, we will implement preferential policies in the evaluation of leading bodies, the evaluation and appointment of teachers' positions, the evaluation and promotion first, and increase the rewards for principals and key teachers.
4. Inspection and evaluation
According to the Award Scheme for Hierarchical Guidance and Classified Promotion of Primary and Secondary Schools in Nanguan District formulated by the District Education Bureau, inspection and evaluation will be carried out to promote the implementation of school-running level objectives and the development of school-running characteristics.
5. Recognition and reward
According to the relevant reward scheme and year-end inspection and evaluation results, the school's running level and outstanding progress will be awarded horizontally (according to the reward scheme of target management responsibility system in Nanguan District in 2003) and vertically (according to the grading guidance and classification to promote the standard reward scheme).
6. Public opinion orientation

Fourth, the implementation process.

2. On Teacher's Day every year, primary and secondary schools are classified to commend and reward.
3. After 2002, every year, 10, 12 declared that the primary and secondary schools have reached or exceeded the standard, and the schools with outstanding individual work will be comprehensively supervised and evaluated, and the following year's Teacher's Day will be commended and rewarded.

Classified promotion standard award scheme
In order to fully mobilize the enthusiasm of teachers and staff in primary and secondary schools in the whole region, significantly improve the running level of primary and secondary schools in Nanguan District, and achieve the goal of balanced development of education, the following incentive schemes are formulated according to the primary and secondary school work objectives determined in the Implementation Plan for Hierarchical Guidance and Classification of Running Level of Primary and Secondary Schools in Nanguan District.
First, the principal's work award (the principal accounts for 40%)
1, School Award
Through supervision and evaluation, the schools whose overall running level has reached the predetermined goal will be notified and praised, and certificates and bonuses will be awarded. 2000 yuan will be awarded for reaching the standard in 2003, and 1000 yuan will be awarded in 2004 and 2005. Schools that failed to meet the standards in 2005 were given one year to rectify. One year later, schools that fail to meet the standards suggest that the cadre management department adjust the principals of relevant schools.
2. School Award.
Through supervision and evaluation, certificates and bonuses will be awarded to schools whose overall running level exceeds the predetermined target. In 2003, 3,000 yuan was awarded for exceeding the standard, and in 2004 and 2005, 2,000 yuan was awarded for exceeding the standard (exceeding the standard and reaching the standard are not repeated).
3, the school personal work progress award
For schools whose overall running level is not up to standard, individual progress awards will be evaluated around weak links (C or D, etc.). B-level indicators in school-running conditions, school management, education quality, and school-running characteristics (according to the "Index System for Supervision and Evaluation of School-running Level of Ordinary Primary and Secondary Schools in Changchun"). Through strict self-evaluation, the school chooses its own weak projects for rectification. In the year-end comprehensive evaluation, certificates and bonuses will be awarded to schools whose individual work (Grade B index) is two grades higher than that of the previous year, and each bonus will be 500 yuan. (Note: The awards at the same level will not be repeated within three years, and only the schools that meet the standards, exceed the standards or make progress in individual work in that year will be awarded. Review the schools that have reached or exceeded the standard, and give a warning to the schools whose running level has declined and make improvements within a time limit. If the decline is serious, the relevant honorary title shall be revoked and given to informed criticism. )
Second, the teacher contribution award
In the declared schools, teachers (including secondary schools) who have made significant contributions to improving the level and efficiency of running schools and completed outstanding tasks will be rewarded. The number of awards is allocated according to the 5% allocation index of the school compiled by the personnel and education departments. Schools that meet or exceed the standards in that year will be allocated 1 indicator, and each person will get a bonus of 1 10,000 yuan.
Third, the evaluation method
The supervision and evaluation of school-running level, led by the supervision office, with the participation of relevant departments, forms an evaluation team, and conducts comprehensive evaluation every year 10/month,1month and1February according to the Index System for Supervision and Evaluation of School-running Level of Ordinary Primary and Secondary Schools in Changchun issued by the Municipal Education Bureau in 2002;
The teacher contribution award is recommended by the school according to the index and determined by the school leading group and working group. If there is any objection to the results of supervision and evaluation, the school will apply for re-evaluation within 15 days after the results of supervision and evaluation are published. If there are still objections after the re-evaluation, they will apply to the education supervision office of the municipal government for a ruling, and the final ruling will prevail.
Fourth, the source of the bonus.
District reformed schools raise their own bonuses, and non-reformed schools and rural schools are solved by the government at the same level.
This is distributed to all primary and secondary schools in this area.
