The main body of the transfer of land contractual management right is the contractor.
The contractor has the right to independently decide whether and how to transfer the contracted management right of land according to law. Accordingly, if the land belongs to the villagers' group, you should sign a land lease contract with the villagers' group.
If it is land outside the villagers' group, the village Committee will sign a land lease contract with you.
If the signed land lease contract meets the above requirements, it should be said to be effective. If the land collectively owned by peasants is contracted by units or individuals other than the collective economic organizations, it must be agreed by more than two thirds of the members of the villagers' meeting or more than two thirds of the villagers' representatives, and reported to the township (town) people's government for approval.
