Engraving is not illegal.

According to the relevant laws of our country, it is not illegal to engrave seals, and it is illegal to engrave official seals privately. For engraving units and individual employees who violate the state management regulations, depending on the nature and severity of the problem, they shall be given administrative penalties for public security according to law, or be investigated for criminal responsibility.

When engraving a seal, the personal seal must hold an identity certificate; Units or enterprises need to go to the local public security organ for the official seal permit, and then carry the industrial and commercial license, tax registration certificate, original and photocopy of legal person ID card and original and photocopy of producer ID card, and then engrave the seal at the online seal production company registered by the public security organ. If the official seal of a state organ or institution is engraved, you need to show the official seal of the higher-level wholesale department to make the document.

Legal basis:

Detention in Article 52 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment 10 days or more 15 days or less may be imposed with a fine of 1000 yuan or less; If the circumstances are relatively minor, they shall be detained for more than five days and less than ten days, and may be fined not more than five hundred yuan:

(2) buying, selling or using forged or altered official documents, certificates and supporting documents of state organs, people's organizations, enterprises, institutions or other organizations;

(3) Forging, altering or reselling tickets, boat tickets, air tickets, tickets for cultural performances, sports competitions or other valuable tickets;

(4) Forging or altering a ship's registration number, trading or using a forged or altered ship's registration number, or altering a ship's engine number.

Whoever forges, alters, buys or sells or steals, seizes or destroys official documents, certificates and seals of state organs in the second and third paragraphs of Article 280 of the Criminal Law of People's Republic of China (PRC) shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights, and shall also be fined; If the circumstances are serious, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years and shall also be fined. Whoever forges the seals of companies, enterprises, institutions or people's organizations shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights, and shall also be fined.
