The rural tourism industry should rely on the advantages of high correlation and strong radiation of the tourism industry, further closely integrate the tourism industry with traditional agriculture, penetrate the deep integration and development of the primary, secondary and tertiary industries, and promote the transformation and upgrading of rural areas from relatively simple traditional agriculture to modern agriculture and service industries, and create an industrial system with outstanding characteristics, agriculture, green ecology and service industries. " Wang Wenbao said.

In order to activate the "sleeping" resources in rural areas and promote the transformation of rural resource advantages and ecological advantages into economic advantages and development advantages, Wang Wenbao put forward suggestions from six aspects: implementation basis, development mechanism, policy support, innovative formats, income model and organizational construction.

First of all, solid basic work, targeted resource inventory, sorting and classification of different types and characteristics of rural tourism destinations in Shanxi, compiled into a report, as the basic information for villages to promote rural revitalization. At the same time, the top-level design should be strengthened, and the government should promote each village to prepare a "multi-regulation-in-one" rural practical plan to realize the organic integration of related industries and rural tourism industry.

Secondly, in promoting the construction of rural culture, Wang Wenbao believes that more cultural resources should be put at the grassroots level, tilted towards the disadvantaged groups, and the coverage and applicability of basic public cultural services should be improved. Through key breakthroughs and overall promotion, we will actively mobilize the five elements of "industry, talents, culture, ecology and organization" to comprehensively coordinate and promote the overall development of rural areas in Shanxi Province.

Focusing on the problem of "people, money and land" in agricultural and rural development, Wang Wenbao suggested that government departments should actively introduce relevant policies such as platform construction, investment and financing support, tax reduction and exemption, land use indicators, talent training and introduction, and digital intelligent economy to ensure the effective development and implementation of rural tourism.

Focusing on the market demand, we should innovate the emerging format of rural tourism, develop characteristic rural tourism products, strengthen the protection of rural historical and cultural heritage, actively explore, protect, activate and make good use of human resources, and gradually form "one town, one park" and "one village, one product and one base" to make rural resources enter a virtuous circle.

At the same time, explore and expand the income mode, innovate the income distribution mode, clarify the reasonable mode and path, solve the contradiction of interest distribution between enterprises and farmers, and gradually establish a closely linked interest body, so that more industrial value-added benefits can stay in rural areas, and farmers can share the value-added benefits of the whole industry chain reasonably, so as to realize the long-term unity of social and economic benefits.

In addition, Wang Wenbao believes that it is necessary to strengthen the construction of rural grass-roots organizations with party organizations as the core, give full play to the role of rural grass-roots party organizations as fighting fortresses, further enhance rural governance capabilities, build a modern rural governance system, formulate talent training plans, identify the best point of convergence between rural tourism and rural revitalization, and drive rural talents to return.

"Industrial prosperity leads to rural prosperity, while rural prosperity leads to Shanxi prosperity." Wang Wenbao said that in combination with the advantages of wide spatial distribution of rural areas and distinctive cultural resources in the province, Shanxi should attach importance to the development of rural tourism industry as an important starting point for the deep integration of primary, secondary and tertiary industries and an important guarantee for solving the "three rural" problems. Through the joint efforts of "government macro-control+micro-coordination of market players", we will promote the two-way flow of capital, industry, talents, information, technology and management, and comprehensively promote rural revitalization and high-quality development in Shanxi.
