Detailed Rules for the Safety Management of Fireworks and Firecrackers in Jiangsu Province
Chapter I General Provisions Article 1 In order to strengthen the safety management of fireworks and firecrackers and ensure the safety of people's lives and property, these detailed rules are formulated in accordance with the spirit of the Regulations on the Administration of Civil Explosives in People's Republic of China (PRC) and the Regulations on the Administration of Fireworks and Firecrackers of the Ministry of Light Industry and the Ministry of Agriculture and Forestry, and combined with the situation of this province. Article 2 Unless otherwise stipulated by the state, these Rules shall apply to the production, storage, sale and transportation of fireworks and firecrackers in this province, including fireworks and firecrackers, starter paper, civil signal flares, homemade grenades and homemade rockets. Article 3 These Detailed Rules shall be implemented by enterprises that produce, sell and transport fireworks and firecrackers and their competent departments, and shall be supervised by public security organs at all levels. Article 4 Any newly built, expanded or rebuilt fireworks and firecrackers enterprise must, with the approval documents of the competent department at or above the county level, fill out an application form, stating the raw materials, formula, product variety and output, and attach the factory floor plan, neighborhood map, building structure map and safety facilities map to the local county and city public security organs to apply; After completion, the public security organ shall issue the safety production license and business license for explosives to the administrative department for industry and commerce before production.

Units that have been engaged in the production, storage and sale of fireworks and firecrackers before the promulgation of these rules shall go through the examination and approval procedures in accordance with the provisions of these rules. Chapter II Safety Institutions and Their Responsibilities Article 5 Where the annual output value of fireworks and firecrackers exceeds 5 million yuan or 2 million yuan, the competent department shall set up safety institutions, and other cities and counties shall set up full-time safety management personnel. Article 6 Each production and business operation entity shall establish a safety leading group and a voluntary fire brigade. The safety leading group consists of the heads of safety, production, safety technology, supply and marketing departments. Article 7 The head of the safety leading group shall be the person in charge of the unit, whose duties are:

1. Implement the government's laws, regulations and rules on safety in production, actively organize the implementation and report the safety work to the superior.

2. Be responsible for the safety work of this unit, organize the formulation of safety management system and safety technology operating rules, establish post responsibility system, put safety work on the agenda, plan, arrange, check, compare and summarize.

3. Responsible for presiding over the work of the safety leading group, leading the obligatory fire brigade, and often carrying out safety activities.

4. Conduct regular safety education for employees and organize regular assessment.

5. Organize safety inspection to eliminate potential accidents. Actively adopt new technologies and new processes to promote safe production.

6. Assist in investigating the cause of the accident, investigate the responsibility of the accident, and put forward improvement measures. Eighth enterprises should be equipped with full-time (part-time) security officers according to the size. The safety officer shall be determined by the unit where he works, and shall receive the "Safety Officer Supervision Certificate" after being examined by the municipal and county public security bureaus. Under the leadership of the safety team, the safety officer shall inspect and supervise the safety production of the unit, and have the right to criticize and educate those who violate the rules until the production is stopped. Article 9 An enterprise shall provide safety education and technical training to its employees. Conduct three-level (team, workshop and factory department) safety education for new workers. When adopting new production technology, adding new product varieties and changing jobs, employees must be given safety education and operation training in advance, and only after passing the examination can they operate independently. Every employee must master the safety operation rules of this type of work, and be familiar with the performance of raw materials and products and emergency measures after accidents. Tenth enterprises and their competent departments should actively organize scientific research and technological innovation activities, carry out research on drug safety formula, remote operation of dangerous processes, automatic alarm and fire extinguishing, and promote the safe production of fireworks and firecrackers. Chapter III Production Management Article 11 Production of fireworks bombs, civilian signal bombs, homemade grenades, homemade rockets, starting guns, guns, etc. And units that need to be mixed with chlorate as raw materials must be reported to the provincial competent department for examination and approval. With the approval of the provincial public security department, the mixing amount of chlorate is limited to being ignited with open flame, and it is strictly forbidden to explode or self-explode by means of impact, extrusion and friction.

It is strictly forbidden for any unit or individual to produce fireworks and firecrackers privately. The factory shall not contract the drug-containing process to families or individuals for processing. Article 12 A fence or river should be set around the factory. The fence is a solid brick wall with a bottom height of not less than 2m; There should be water around Hanoi all the year round, and the water surface width should not be less than 3 meters. Article 13 The safe distance between the factory and the surrounding building facilities shall meet the requirements in the following table:
