Tongliao, with a total area of 59,835 square kilometers, is one of the nine prefecture-level cities in Inner Mongolia Autonomous Region. Haicheng, with a total area of 2,732 square kilometers, is located in the hinterland of Liaodong Peninsula, in Shenyang Economic Zone, with Anshan, the capital of steel, and Shenyang, the capital of coal and iron in the north, Yingkou and Dalian, the capital of coal and iron in the south, Dandong, the border city in the east, and Panjin, an emerging oil field city, across the river in the west.
Haicheng is a civilized ancient city with a history of more than 2,000 years. Yanqing County has been known as a major town in left Liaoning since its establishment. 1985, with the approval of the State Council, Haicheng county was changed to Haicheng city.
