Wang Jing (born around AD 20) was born in Zhongtong and Langya (now southwest of Jimo, Shandong). The success of this canal regulation has made Jing Wang famous for its "ability to control water".

In the early years of the Eastern Han Dynasty, the Yellow River in Henan County underwent earth-shaking changes. As the river swings south, the tribes of the Yellow River, Jishui and Bianqu are in turmoil, the waterways are blocked, the water transport is interrupted, and rural houses are swallowed up. Among them, Yanzhou (now northern Henan, western Shandong and southeastern Hebei) and Yuzhou (now eastern and southern Henan and northwestern Anhui) were particularly seriously affected. Later, there were dozens of counties in the flood-stricken areas south of the Yellow River. After Liu Zhuang acceded to the throne, the situation worsened.

One day in 69 AD, Liu Zhuang overheard that Wang Jing was very good at water conservancy, and immediately sent someone to call Wang Jing. Wang Jingcha said: "The river is the source of the disaster, and the river is the side of the disaster. There is no loyalty when rivers and branches are divided, and there is endless benefit when rivers and branches are treated together. " Liu Zhuang appreciated Wang Jing's views on river management, so he put him in charge of water control. In April of that year, Wang Jing, Wu Wang and others led hundreds of thousands of soldiers and civilians to start a large-scale water control project. According to historical records, the main contents of this water control project are: "building dikes, regulating canals, cutting off water, erecting sluices, diverting branches of rivers and restoring their old traces."

Jing Wang presided over "Dike Building and Drainage Management" and its corresponding engineering facilities, with huge quantities. More than a thousand miles of the Yellow River and seven or eight hundred miles of tributary canals, totaling about two thousand miles, have invested tens of billions of dollars. The construction period ended in April of the second year, totaling * * * one year. Decades of Yellow River disasters have been pacified, and a large area of land in the north of Dingtao (now in the north of Dingtao, Shandong Province) has dried up for cultivation, and agricultural production has begun to resume.
