The Municipal Law Enforcement Bureau set up a law enforcement brigade and a direct inspector brigade; Establish administrative law enforcement sub-bureaus in Gulou District, Yunlong District, quanshan district, Jiuli District, Xuzhou Economic Development Zone, Chengnan Development Zone and yunlong lake Scenic Area. In the name of the Municipal Law Enforcement Bureau, the brigade directly under the Municipal Law Enforcement Bureau exercises the power of relatively centralized administrative punishment within the scope of roads and squares designated by the municipal government; Each administrative law enforcement branch shall set up a law enforcement brigade to exercise relatively centralized administrative punishment power in the name of the Municipal Law Enforcement Bureau. Article 3 Each administrative law enforcement sub-bureau is under the leadership of the Municipal Law Enforcement Bureau, and the daily law enforcement work can be arranged and used by the local district government, development zones and scenic spot management institutions. Article 4 The administrative law enforcement of urban management shall aim at correcting illegal acts and maintaining urban public order, adhere to the principle of exercising functions and powers according to law, enforcing the law in a fair and civilized manner, and adhere to the principle of combining punishment with education. Article 5 When necessary, with the approval of the Municipal People's Government, the Municipal Law Enforcement Bureau may entrust the power of administrative punishment to an organization that meets the conditions stipulated in Article 19 of the Administrative Punishment Law of the People's Republic of China for centralized exercise in a limited area. Chapter II Management of City Appearance and Environmental Sanitation Article 6 Buildings and structures with unclean appearance, unclean walls and incomplete walls shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 50 yuan 100 yuan shall be imposed every day. Seventh responsible units are not in accordance with the provisions of article twenty-first of the Xuzhou city appearance and environmental sanitation management regulations, and shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 50 yuan 100 yuan shall be imposed every day. Eighth one of the following acts, shall be ordered to make corrections, the deadline for removal (demolition), and impose a fine of fifty yuan to two hundred yuan:
(1) scribbling, portraying or posting advertisements or other publicity materials on urban buildings, structures, trees and other facilities without authorization;
(two) without setting up banners, banners, curtains, inflatable arches, balloons and other promotional materials;
(three) advertising, promotional materials damaged, not timely removal, repair;
(IV) stacking sundries, exposing guardrails or hanging articles that hinder the appearance of the city on balconies, platforms and outer corridors of buildings facing the street on both sides of urban primary and secondary roads;
(five) in the city road trees or public facilities to dry clothes, hanging unsightly items.
To investigate and deal with the illegal acts mentioned in Item (1) of the preceding paragraph, the relevant evidence of illegal acts may be registered and preserved in advance according to law. After verification, a decision shall be made within seven days, and the telecommunications enterprise shall be notified in writing to suspend the communication service business announced by the violator. Article 9 If a unit or individual sets up outdoor advertising facilities on both sides of urban roads, squares and their surrounding areas, development zones, scenic spots and other areas without approval, it shall be ordered to make corrections within a time limit and impose a fine on the setting unit according to 3% to 15% of the project cost; Impose a fine of more than 200 yuan and less than 500 yuan on individuals. Tenth one of the following acts, shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than one hundred yuan but not more than five hundred yuan shall be imposed:
(a) setting up night lighting without approval;
(two) unauthorized removal, demolition of night lighting;
(three) did not turn on and off the night lights within the specified time;
(four) the night lighting is damaged and not repaired within the prescribed time limit. Article 11 If air-conditioning compressors and exhaust fans are installed on both sides of urban primary and secondary roads or within two meters from the ground, they shall be ordered to make corrections and be fined between 100 yuan and 500 yuan. Twelfth one of the following acts, shall be ordered to make corrections, and punished according to the following provisions:
(a) without the approval of the establishment of temporary farmers' markets or stalls, punishable by a fine of one hundred yuan and one thousand yuan;
(two) unauthorized occupation of urban roads and other public places to display stalls, ranging from fifty yuan to one hundred yuan fine. Thirteenth in residential buildings, corridors, public places piled up debris, shall be ordered to clean up within a time limit; If it is not cleaned up within the time limit, a fine of fifty yuan shall be imposed. Fourteenth in the public square, one of the following acts, shall be ordered to make corrections, and punished according to the following provisions:
(a) intentional damage to public facilities, shall be ordered to pay compensation, and impose a fine of one hundred yuan to five hundred yuan;
(two) engaged in divination, equivalence and other superstitious activities, punishable by 100 yuan fine of 200 yuan;
(3) Whoever sells artworks or articles without authorization shall be fined between one hundred yuan and five hundred yuan;
(four) in the square to disturb, catch or hurt pigeons, punishable by a fine of one hundred yuan. Fifteenth spitting, urinating, littering, scraps of paper, cigarette butts and other waste, shall be ordered to make corrections, and impose a fine of not more than ten yuan. Sixteenth one of the following acts, shall be ordered to make corrections, and impose a fine of ten yuan to one hundred yuan:
(1) Splashing or dumping sewage, fruit juice, furnace ashes on roads and sites, and discarding waste tableware and other wastes;
(2) Sweeping garbage into sewers or dumping or discarding garbage and waste into sewers;
(3) Washing vehicles to pollute roads;
(four) the operators of shops and stalls are not kept clean and hygienic within the designated scope.
