Article 4 Strictly implement the system of "double reporting" before and after the event.

If more than one person in the same family applies the "double reporting" rule, the person with the highest position will report.

(two) the news media units in all districts should carry out extensive publicity and create a good social atmosphere. Anyone who violates these regulations will be publicly exposed.
(3) The district education department should vigorously educate students, especially senior high school students, vigorously advocate rejecting school banquets among students, and effectively enhance students' consciousness of resisting the unhealthy atmosphere of school banquets.
(4) The Communist Youth League Committee and the District Women's Federation should, in light of their actual work, vigorously carry out new and colorful education and guidance activities for happy events in organs and grass-roots units, so as to form a positive atmosphere among young women.
(5) District Civilization Office should actively advocate civilized banquets in the whole region, practise economy and oppose the new fashion of extravagance and waste.
Article 7 The District Commission for Discipline Inspection (Supervision Bureau), the District Party Committee Supervision Office, the District Government Supervision Office and the District Governance Office should take the forms of unannounced visits and special inspections to intensify supervision and inspection.
Eighth leaders of all localities and units should strengthen the education and management of leading cadres in party member. Due to inadequate education and management, leading cadres in party member held banquets in violation of regulations, which caused adverse effects or took the opportunity to collect money. In addition to giving disciplinary sanctions to the parties concerned, the main person in charge of the unit and relevant personnel shall be held accountable in accordance with the provisions on accountability for building a clean and honest government.
