The competent department of housing and urban and rural construction is responsible for the fire design review, fire acceptance, filing and spot check of construction projects in rural areas.
Fire rescue institutions are responsible for the supervision and management of fire safety inspection, fire accident investigation and key units of fire safety in rural public gathering places, and guide the fire safety management institutions of township (town) people's governments and public security police stations to carry out fire control work.
The police station is responsible for the daily fire supervision and management in rural areas, assisting fire rescue agencies to carry out fire accident investigation, and supervising and inspecting the performance of fire safety duties by village (neighborhood) committees. Article 6 The people's governments of cities and counties (cities) shall incorporate the rural fire control work into the national economic and social development plan, and strictly supervise and assess it to ensure that the rural fire control work is compatible with the rural economic and social development. Article 7 The people's government of a township (town) shall, according to the needs of local economic development and fire control work, set up full-time fire brigades and volunteer fire brigades, equipped with necessary fire fighting vehicles, equipment and equipment, and appoint a person in charge or provide firefighters in the form of government purchase services, and be responsible for organizing and guiding the village (neighborhood) committees to carry out various specific work in rural areas.
Village (neighborhood) committees shall assist township (town) people's governments and public security police stations to carry out rural fire control work, and may establish fire control organizations in the form of "ten-household joint defense" according to needs, and regularly organize volunteer fire brigades and village (neighborhood) people to carry out fire drills. Article 8 The people's governments at or above the county level shall, based on local conditions and in accordance with the current financial management system, incorporate rural public fire control funds into the fiscal budget at the corresponding level and increase the budget proportion year by year. Rural public * * * fire funds are mainly used for rural fire infrastructure construction, the establishment of township (town) full-time fire brigade, support the construction of volunteer fire brigade, and reward units and individuals who have made meritorious deeds in fire prevention and extinguishing.
Encourage and support social forces to donate to rural fire public welfare undertakings. Ninth township (town) overall planning should include fire planning. Fire planning shall conform to the requirements of national laws, regulations and fire technical standards, including fire safety layout, fire water supply, fire lanes, fire communication and so on.
The township (town) and village shall implement the requirements of fire safety layout, and carry out the construction of public facilities such as power supply, water supply, roads and communications simultaneously with the construction of fire facilities to ensure the smooth flow of fire lanes.
Each administrative village should set up at least two fire truck water intake points with anti-freezing measures according to local conditions, and each township (town) should build at least 1 fire crane.
Townships (towns) and administrative villages shall regularly maintain water supply points and water cranes to ensure water supply demand. Article 10 A township (town) that meets the following conditions shall establish a township (town) full-time fire brigade (composed of township (town) firefighters, more than half of whom are township (town) full-time firefighters) and be equipped with personnel, vehicles, equipment and equipment:
(a) a township (town) with a built-up area of more than 2 square kilometers or a built-up population of more than 20,000;

Article 11 In addition to the provisions of Article 10 of these Provisions, a township (town) shall, according to the needs of local economic development and fire control work, establish a township (town) volunteer fire brigade, equipped with township (town) firefighters, full-time (part-time) auxiliary police (of which township (town) volunteer firefighters account for more than half), fire-fighting vehicles, duty stations and funds.
The township (town) volunteer fire brigade is managed by the township (town) government. After receiving the fire report, rescue assistance or instruction from the local government, emergency management department, fire rescue organization and public security police station, they should immediately rush to the scene for treatment.
