/kloc-parking on most roads is completely free within 0/5 minutes, and some roads are completely free within 30 minutes.
The "Detailed Rules for Implementation" establishes that underground parking lots with time-based charging standards should adopt time-based charging methods, and those without time-based charging standards can adopt time-based charging methods, and an underground parking lot can only adopt one charging method.
