Regulations on household registration management
Article 10 If a citizen moves out of the area under the jurisdiction of the household registration authority, he or the head of the household shall apply for registration with the household registration authority before moving out, and obtain a migration certificate. Citizens who move from rural areas to cities must apply to the household registration authority where their permanent residence is located for moving out with the employment certificate of the urban labor department, the school admission certificate, or the certificate of permission to move in from the urban household registration authority.
Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live.
Article 11 Before serving in active service, a citizen conscripted shall declare his/her emigration registration to the household registration authority where his/her permanent residence is located, cancel his/her household registration, and no migration permit shall be issued.
Article 12 After the arrested criminal is informed of his family members, the arresting organ shall notify the permanent residence registration organ to cancel his account.
Article 13 When citizens move, they shall report to the household registration authority for registration of household registration, and the city shall submit the certificate of household registration within three days and the countryside within ten days.
