Article 1 In order to strengthen the safety management of fireworks and firecrackers, improve the quality of the atmospheric environment, prevent and reduce personal injuries and property losses, and ensure public safety, these Measures are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations on the Safety Management of Fireworks and Firecrackers, and the actual situation of this Municipality.
Article 2 Anyone who operates (including storing), transports and sets off fireworks and firecrackers within the administrative area of this Municipality shall abide by these measures.
The production of fireworks and firecrackers is prohibited within the administrative area of this Municipality.
Article 3 This Municipality applies the principles of strict management, strict control and comprehensive management to the operation (including storage), transportation and discharge of fireworks and firecrackers.
Article 4 The operation (including storage), transportation and discharge of fireworks and firecrackers are prohibited in the administrative areas of Binhai New Area, Heping District, Hedong District, Hexi District, Nankai District, Hebei District, Hongqiao District, Dongli District, Xiqing District, Jinnan District and Beichen District of this Municipality.
Fireworks and firecrackers stored in the special warehouse of the supply and marketing cooperative system in the above areas shall be moved out or destroyed within a time limit.
The people's governments of other districts of this Municipality decide on the area and time when the operation (including storage) and the discharge of fireworks and firecrackers are prohibited within their respective administrative areas.
Article 5 The people's governments at all levels in this Municipality shall strengthen their leadership over the safety management of fireworks and firecrackers, and urge the relevant departments to do a good job in the safety management of fireworks and firecrackers in accordance with the division of responsibilities.
The safety production supervision and management department is responsible for the supervision and management of fireworks and firecrackers.
The public security organ is responsible for the safety management of transportation and fireworks.
Organs, organizations, enterprises, institutions and other organizations in this Municipality shall assist the supervision and administration of production safety, public security and other departments in the safety management of fireworks and firecrackers.
Article 6 The organs, organizations, enterprises, institutions and other organizations, residents' committees and villagers' committees of this Municipality shall take various forms to organize publicity and education on the safety management of fireworks and firecrackers.
Newspapers, radio, television, internet and other news media should do a good job in fireworks safety management and publicity.
Article 7 It is forbidden to operate (including storing), transport and discharge fireworks, firecrackers, fireworks, fireworks, and other varieties that are explicitly prohibited by the state within the administrative area of this Municipality.
Article 8 Where sales and discharge are allowed within the administrative area of this Municipality, the business activities of enterprises and retail operators engaged in the wholesale of fireworks and firecrackers shall be examined and approved by the safety production supervision and management department, and the supply and marketing enterprises of this Municipality shall uniformly organize the purchase.
The layout of retail business shall conform to the relevant provisions of the state and this Municipality.
Article 9 The varieties purchased by wholesale enterprises shall conform to the provisions of Article 7 of these Measures, and have the corresponding fireworks and firecrackers distribution capacity, and the distribution vehicles shall conform to the relevant provisions of the state.
Wholesale enterprises shall be responsible for buying back, recycling or providing places to store fireworks and firecrackers that have not been sold after the expiration of the retail operators' operation period and have been confiscated by the public security organs.

Article 15 Any unit or individual has the right to stop the production, operation (including storage), transportation and discharge of fireworks and firecrackers in violation of these measures, and may report to the safety production supervision and management department and the public security organ, which shall promptly handle the report after receiving it.

Article 18 Where fireworks and firecrackers are set off at a time, place or area where they are prohibited, or in a way that endangers public safety and personal and property safety, the public security organ shall order them to stop setting off and impose a fine of more than 500 yuan 100 yuan; Those who violate the administration of public security shall be punished according to law.
Nineteenth units or individuals engaged in wedding and funeral services, in violation of the provisions of these measures, engaged in fireworks products, shall be ordered by the safety production supervision and management department to stop business activities, a fine of 20 thousand yuan; The designated customers who buy and set off fireworks and firecrackers shall be ordered by the public security organs to make corrections and be fined 1000 yuan to 5,000 yuan.
Article 20 If a hotel or hotel operator who undertakes wedding service fails to fulfill the obligations stipulated in Article 14 of these Measures and sets off fireworks and firecrackers for wedding activities, the public security organ shall impose a fine of 1000 yuan to 5,000 yuan on the hotel or hotel operator.
