Those who have lived in high-risk areas for less than 7 days, that is, those who have overflowed from high-risk areas, shall be isolated at home for 7 days, during which code management shall be implemented and they shall not go out. Those who do not have the conditions for home medical observation shall be subjected to centralized quarantine medical observation, and 1 nucleic acid detection shall be conducted on the first, third, fifth and seventh days of isolation respectively.
3. Persons who enter and return to Shaanxi from outside the province must hold negative proof of nucleic acid test within 48 hours, and immediately implement "landing inspection" and "3 inspections in 5 days" (24 hours apart) after arrival. The transportation station and expressway provincial boundary service area implement "voluntary free boarding and alighting" for the inter-provincial floating population. Travellers should take the initiative to take the exam.
4. Freight vehicles and drivers entering our province along roads such as expressway and national and provincial highways shall carry out 1 nucleic acid detection every day, that is, stop and go, and implement closed-loop management. For those who live or stay in the local area for a long time, service management measures shall be implemented according to the epidemic risk in the passing area.
5, to enter the construction site and other crowded units outside the province, check the negative proof of nucleic acid test within 48 hours. Non-local (people who have lived in other cities within 7 days) who intend to enter the construction site shall be subject to centralized residential management and health monitoring for 3 days. Those who have negative nucleic acid test for 3 consecutive days and have no suspicious symptoms such as fever can enter the construction site for work.

The health administrative department of the State Council is in charge of the prevention and control of infectious diseases and its supervision and management. The health administrative departments of local people's governments at or above the county level shall be responsible for the prevention and control of infectious diseases and their supervision and management within their respective administrative areas.
Other departments of the people's governments at or above the county level shall be responsible for the prevention and control of infectious diseases within their respective functions and duties.
The prevention and control of infectious diseases in the army shall be handled in accordance with this Law and the relevant provisions of the state, and shall be supervised and managed by the competent health department of the People's Liberation Army of China.
Article 7
Disease prevention and control institutions at all levels undertake infectious disease monitoring, forecasting, epidemiological investigation, epidemic situation reporting and other prevention and control work.
Medical institutions undertake the prevention and treatment of infectious diseases related to medical treatment and the prevention of infectious diseases in their areas of responsibility. Urban communities and rural grass-roots medical institutions shall, under the guidance of disease prevention and control institutions, undertake the corresponding prevention and control of infectious diseases in urban communities and rural grass-roots units.
