After "Jian Zhen Du Dong" was adapted into a piano quintet, Ye Xiaowen and others were also uncertain about whether the work would have a chance to make a public appearance. But coincidentally, Tang Jianping held a solo symphony concert in Beijing Concert Hall on March 6th. They asked if they could make their performance appear in Tang's concert.
Tang Jianping agreed. Finally, Ye Xiaowen and his colleagues played Li Shutong's Journey to the East in Jian Zhen and Farewell. At that time, they named the band "Friends of the Cadre Philharmonic Orchestra", which was the embryonic form of the "Three High" orchestra. After this performance, a formal orchestra was put forward, headed by Ye Xiaowen.
At that time, it was during the two sessions of the National People's Congress, and Liu Yunzhi, a member of the Chinese People's Political Consultative Conference, also knew about it, but he didn't know more about it. Coincidentally, after the two sessions, Liu Yunzhi, as the honorary head of Guizhou Symphony Orchestra, went to Guizhou for rehearsal in April. At a breakfast meeting, he ran into Ye Xiaowen in the hotel. At that time, Ye Xiaowen looked for people everywhere, saying that he wanted amateurs, not professionals. "Where can I find so many ministers?" During the conversation, Ye Xiaowen was a little worried.
That day, Ye Xiaowen watched Liu Yunzhi's performance in Guizhou. They had a good talk and discussed the artistic director of the orchestra. Liu Yunzhi recommended Chen Zuohuang, music director of the National Centre for the Performing Arts, to Ye Xiaowen as artistic director of the orchestra, and he himself served as assistant director. After consulting with several other people, Ye Xiaowen adopted Liu Yunzhi's suggestion. Finally, Chen Zuohuang agreed to be the artistic director of the orchestra.
20 12 may, the members of the orchestra were basically finalized, and dozens of ministerial-level cadres were also "discovered" one after another. Han Zheng, then mayor of Shanghai, who played the accordion, Duan Lunyi, former vice governor of Hubei Province and senior official of the provincial government, who played the violin, and Chen Jiabao, director of the Standing Committee of Nanjing Municipal People's Congress, who played the flute, all joined in the performance. He Zhiping, former director of the Hong Kong Home Affairs Bureau, was also invited to join the orchestra to play the violin.
