First, if both parties agree to divorce, they can choose to divorce by agreement. According to article 10 of the new Marriage Registration Regulations, if mainland residents divorce voluntarily, both men and women should register for divorce at the marriage registration office where one of them has his permanent residence. In other words, the address of an agreed divorce must be the marriage registration center of the county-level civil affairs bureau where either party's household registration is located.

In other words, if you choose to divorce by agreement, then the domicile of both husband and wife or one of them must be Hohhot, otherwise it cannot be handled.

Second, if the divorce is conducted through litigation, then the party who wants to divorce must file a lawsuit in a people's court with jurisdiction. Because the principle of "the plaintiff is the defendant" applies to divorce proceedings, the plaintiff should bring a lawsuit to the people's court where the defendant is domiciled. It is also under the jurisdiction of the general region and the basic people's courts. That is, it shall be filed with the basic people's court of the defendant's domicile. If the defendant's domicile is inconsistent with his habitual residence, it shall be under the jurisdiction of the basic people's court of his habitual residence.
