1. Open PS first, and then press CTRL+N to create a document with black background content.
2. Then click Layer → Create a new layer of 1 in the menu bar, set the blending mode of this layer as a color filter in the layer panel on the right, then select the ellipse box selection tool in the toolbar on the left, and hold down the SHIFT key to draw a complete circle in the canvas.
3. Click Select → Modify → Feather in the menu bar, then set the feather radius to 20 in the pop-up feather selection dialog box, and click OK.
4. Then select the gradient tool in the toolbox on the left, then select the radial gradient, open the gradient editor, select one of the presets, click OK, and then drag outward at the center of the circle to produce the gradient effect.
5. Press CTRL+J again to copy layer 2, and click the front eye of layer 1 to close it.
6. Then select Layer 2 in the layer panel on the right, press CTRL+T to bring up the free transformation, and then right-click and select the zoom option from the drop-down menu to zoom the circle into an ellipse.
7. Click Filter → Twist → Rotate Twist in the menu bar, set the angle to 999 degrees in the pop-up Rotation Twist dialog box, and then click OK.
8. Then click Unhide Layer 1, then select the mobile tool on the left toolbar to move the graph, adjust the center position, press CTRL+T to enlarge it proportionally, and finally press Ctrl+S to save it.
