The Third Plenary Session of the Eleventh Central Committee made a new decision to implement reform and opening up, and initiated a new process of rural reform. When discussing the national economic plans for the two years of 1979 and 1980, the plenary session put forward the requirements of paying attention to solving the major imbalance of the national economy and doing a good job in comprehensive balance. The plenary session also discussed the issue of agriculture, arguing that agriculture, as the foundation of the national economy, is still weak as a whole, and only by vigorously restoring and accelerating the development of agricultural production can the living standards of the people throughout the country be improved. The plenary session put forward a series of policies and measures to develop agriculture at present, and agreed to send the draft decision of the Central Committee on accelerating agricultural development and other documents to all provinces, municipalities and autonomous regions for discussion and trial implementation. This document was officially released after revision and enrichment, and then some important agricultural documents were formulated, published and implemented one after another, which effectively promoted the process of rural reform.
