(a) the use of outdoor venues (offices), municipal facilities, buildings (structures), etc. Set up advertising facilities such as display boards, neon lights, luminous fonts, electronic display screens (cards) and electronic flip devices;
(two) the use of public facilities such as bus stops, bus shelters, newsstands and telephone booths. Set up advertising facilities such as exhibition boards, light boxes, windows, etc., or draw and post advertisements by using fences on the construction site;
(three) the act of setting up advertisements in other forms such as cloth, balloons, inflatable devices and car bodies;
(four) other acts of setting up outdoor advertisements as stipulated by laws, regulations and rules.
The term "signboard setting" as mentioned in these Measures refers to the behavior of organs, organizations, enterprises, institutions and other organizations, as well as individual industrial and commercial households to set up signs, light boxes, neon lights and text symbols indicating the name, font size and logo of their own units in their business premises and offices. Article 4 The setting of outdoor advertisements and signboards shall conform to the planning and technical specifications of outdoor advertisements, follow the principles of safety and beauty, adapt to the functions of urban regional planning, and coordinate with architectural style and surrounding environment. Article 5 The municipal administrative department of urban management (hereinafter referred to as the municipal law enforcement department) is the competent department of outdoor advertising and signboard setting in this Municipality, and is responsible for the planning, examination and approval, management, supervision and comprehensive coordination of outdoor advertising and signboard setting.
The district urban management administrative department (hereinafter referred to as the district urban management law enforcement department) is responsible for the management and supervision of signboard setting within its jurisdiction. The urban management law enforcement agency of Fuyang Economic and Technological Development Zone is entrusted by the municipal urban management law enforcement department to be responsible for the management and supervision of signboard setting within its jurisdiction.
Urban and rural planning, industry and commerce, housing and urban-rural construction, public security, transportation, land and resources, water affairs, meteorology, forestry, finance, environmental protection and other departments shall, according to their respective functions and duties, do a good job in the supervision and management of outdoor advertisements and signboards. Chapter II Setup Planning and Technical Specifications Article 6 The municipal urban management law enforcement department shall, jointly with the municipal urban and rural planning, industry and commerce, housing and urban construction, public security, transportation, land and resources, water affairs and other departments, formulate outdoor advertising setup planning, which shall be promulgated and implemented after being approved by the Municipal People's Government.
After the outdoor advertising planning is approved and released, no unit or individual may adjust it without authorization; If adjustment is really necessary, it shall be carried out in accordance with the original planning approval procedures. Seventh outdoor advertising planning is divided into special planning and detailed planning.
The preparation of outdoor advertising special planning shall conform to the overall urban planning and urban appearance standards, and delimit strictly restricted areas, moderately controlled areas and key display areas. The detailed planning of outdoor advertising should define the location, location, form and specifications of outdoor advertising, and plan an appropriate number of public service advertising spaces. Article 8 The municipal urban management law enforcement department shall, in accordance with the national industry standards, the city's outdoor advertising planning and urban appearance standards, formulate technical specifications for outdoor advertising and signboard setting in conjunction with the municipal urban and rural planning, industry and commerce, housing and urban and rural construction, public security, transportation, land and resources, water affairs, meteorology and other departments, and promulgate them for implementation. Ninth in any of the following circumstances, it is forbidden to set up outdoor advertising:
(a) the use of traffic safety facilities, traffic signs;
(two) the impact of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, the use of fire safety signs;
(three) hinder the production or people's life, damage the appearance of the city;
(four) the use of street trees or damage to green space, green landscape;
(five) in the state organs, cultural relics protection units, scenic spots, cultural and educational places and other building control areas;
(six) the use of urban bridges and overpasses;
(seven) endangering the safety of buildings (structures) or using illegal buildings (structures) or dangerous houses;
(eight) other circumstances in which laws and regulations and the Municipal People's Government prohibit the installation of outdoor advertisements.
It is forbidden to set up the following forms of outdoor advertising:
(a) the use of buildings (structures) to set up advertisements at the top;
(two) the use of the facade of buildings along the street hanging curtains or posting, graffiti, etc. to set up advertisements;
(three) in the main roads, key areas by hand, riding, publicity vehicles and other ways to set up mobile advertising. Chapter III Management of Outdoor Advertisements Article 10 Where a large-scale outdoor advertisement is set up, it shall apply to the municipal urban management law enforcement department for administrative licensing according to law.
The standard of large-scale outdoor advertising is determined by the municipal urban management law enforcement department and announced to the public. Eleventh large-scale outdoor advertising applications are accepted by the municipal urban management law enforcement department. If the license is implemented by two or more departments according to law, the municipal urban management law enforcement department shall inform the relevant departments to put forward their opinions for post-processing.
