Legal basis: Interim Provisions on Pilot Management of Civil Unmanned Aerial Vehicle System
(1) Strengthen the management of real-name registration of unmanned aerial vehicles.
Implement a real-name registration system for unmanned aerial vehicles and their owners. Unmanned aerial vehicles with a maximum take-off weight of 250g and above in China shall register their real names in accordance with the Regulations on the Administration of Registration of Civil Unmanned Aerial Vehicles in Real-name Registration System, and affix registration marks on unmanned aerial vehicles in accordance with regulations. When an unmanned aerial vehicle is sold, transferred, damaged, scrapped, lost, stolen or ownership is transferred, its owner shall cancel or change the registration information in time.
(2) Strengthen drone driver management.
Pilots of unmanned aerial vehicles shall, in accordance with the Interim Provisions on the Administration of Pilots of Civil Unmanned Aerial Vehicle Systems, strictly abide by the provisions of their relevant licenses, certificates, training, examinations, inspections and aviation experience to ensure flight safety and empty city safety. Pilots of unmanned aerial vehicles shall fly with certificates and operate in a standardized manner according to laws and regulations. Relevant personnel should be careful when operating the drone and fly according to the rules.
(3) Strengthening the operation management of civil unmanned aerial vehicles.
All kinds of light and small unmanned aerial vehicles should strictly implement the operation management regulations such as flight activity evaluation, pre-flight preparation and flight restricted area in accordance with the relevant provisions of the Measures for the Administration of Air Traffic in Civil Unmanned Aerial Vehicle Systems (Trial), standardize their operation according to law, and avoid "black flying". It is necessary to strengthen the supervision of UAV flight restricted areas by setting up electronic fences and other scientific and technological means. For all kinds of illegal flights, it is necessary to deal with them seriously according to the law and regulations.
(4) Strengthen the launching management of "low, slow and small" UAVs.
The State Post Bureau shall, in accordance with laws and regulations, urge local postal administrations to strictly abide by the temporary or phased control measures for delivering articles, temporarily prohibit or restrict the delivery of "low-slow and small" drones and other articles to specific destinations, and prohibit the use of drones to deliver articles.
