How to make this blue background effect with PS?
If the color and tone are different, adjust them slowly.

(1) First analyze this background. By getting the web page material, we know that this page is continuously tiled by a picture.

So we create a new PS document and fill it with purple and black.

(2) Create a new layer and use "Filter-Noise-Add Noise" to adjust the value to get the density of noise in similar graphics.

Then "image-adjustment-decoloration" to get the black and white noise below.

(3) Then create a new layer, draw a vertical line, and follow the rule of "bright, sharp and blank" to cover one line. Then load the black and white noise into the channel as the mask of this layer.

(4) Create a new layer and use "Filter-Render-Fiber" to set the parameters as follows.

Then the generated pattern is rotated 90 degrees horizontally. Then make a copy of this layer, and perform "filter-noise-dust removal and characterization" on the copy, as shown in the figure, and set the parameters.
