According to the actual adjustment of agricultural structure in the county, the county party committee and government aim at the flower and tree industry, pay close attention to the construction of flower and seedling bases and give full play to the typical radiation-driven role of leading enterprises in accordance with the principles of large-scale, high starting point, export-oriented and strong driving. At present, the county has initially established a large-scale production base, a fully functional market system and a number of leading enterprises with strong driving force. The production and operation pattern of skilled leading enterprises, leading enterprises driven by the base and base affiliates has basically taken shape. At present, under the strong impetus of the key agricultural development project-North (Gaoyi) famous flower varieties and technology development base, there are three main flower seedling bases under construction in the county, covering an area of 1 1.400 mu, with a total investment of 1.39 billion yuan. First, Hebei Tiangong characteristic flower and seedling base, covering an area of 1 10,000 mu, with an investment of 5 1 10,000 yuan, will be built in two phases. The second is the Golden Century high-tech seedling base, which is a cooperation between Hebei Automobile Trade Company and Fucun Township. Qin Qingguo, who graduated from Hebei Forestry College and majored in forestry, has long hired Pan Ting, a professor at Hebei Agricultural University, the head of the Department of Landscape Architecture and a doctor from the Department of Landscape Architecture of Beijing Linda University, as the technical director, integrating scientific research and development, demonstration and promotion, and marketing, focusing on the greening and beautification of northern cities and the development of the western region.
Go to science and technology to expand the market
The construction of northern (Gaoyi) base is market-oriented, benefit-centered, technology-driven, integrating scientific research, demonstration, production and service, which is an effective way for agricultural science and technology to flow to agriculture and farmers. The base has successfully introduced more than 100 high-tech achievements, most of which have been widely used. At the same time, it has also created huge economic benefits for the society. With advanced equipment such as double-layer inflatable membrane, automatic temperature control and heating, automatic roller blind, the seedling tissue culture room jointly established with Tsinghua University has cultivated 654.38+million cymbidium plants, becoming one of the four major orchid production bases in China. The advanced irrigation technology of micro-spray drip irrigation applied in the base has realized automatic control of greenhouse temperature, micro-spray irrigation in shed and sprinkler irrigation with open flowers and trees. This year, it is planned to invest another 6 million yuan to build four 6.5438+0.2 million square meters multi-span solar greenhouses, and introduce 80,000 pollution-free edible cactus and precious flower seedlings, achieving an annual turnover of 20 million yuan and a profit of 4.8 million yuan. Through high-tech means, high-quality, rare and characteristic new varieties were introduced, which further broadened the market of flowers and trees industry in northern China, increased the sales volume and achieved remarkable economic, social and ecological benefits.
Build a brand and support it.
With the diversified development of agricultural economy, we should actively introduce and popularize superior varieties with high efficiency and high added value, vigorously implement the famous brand strategy, seize the opportunity of joining the international WTO, explore the international market, vigorously develop pollution-free, pollution-free, heavy metal-free, safe and hygienic products, own brands, do a good job in trademark registration of products, and achieve one base, one variety, one county and one industry. On the basis of in-depth investigation and study, the North (Gaoyi) Flower Base actively integrated with the international market, and introduced edible cactus suitable for its own development from Mexico on 1998, and registered it as "Erkang" brand. As a result, the brand was created, the domestic market was seized and the products were sold all over the country. Tissue-cultured orchids have become the largest orchid base in China, so they all have broad development prospects.
The county party committee and government have given key support to the construction of leading bases. First, give policy support and implement preferential policies in terms of project establishment, approval, land use, tax reduction and exemption. Second, give financial support. /kloc-since 0/998, the financial department has taken the base construction as the focus of agricultural industrialization support, supporting more than 50 million yuan, including 6,543,800 yuan for the northern (Gaoyi) flower base, and moderately relaxing the loan conditions. Strong drive, promote industry
"Strong bibcock" is to take the northern (Gaoyi) flower base as the leading enterprise, and vigorously promote and radiate the development of flower and tree industry in the county and even surrounding counties through scale, grade and level. "Strong Dragon Body" refers to the North (Gaoyi) Flower Base, Golden Century Gaoxinlin Orchard Area, Tiangong Characteristic Flower Nursery Garden and Gaoyi Green Garden Base as the main flower and plant bases, and at the same time promotes the development and construction of flower and plant industrial bases in various towns. "Live the dragon's tail" means expanding farmers' planting scale, implementing contract planting and adopting order agriculture, that is, leading enterprises and farmers provide varieties and technologies and are responsible for recycling qualified products. Farmers plant and manage in accordance with the requirements of the contract to ensure the quality of products. The two sides signed a contract to link the planting interests of leading enterprises and farmers to form the same interest body for both sides to share. The northern (Gaoyi) flower base adopts contract agriculture and contract planting. Not only has it signed 5,000 mu of edible cactus planting contracts with farmers in this county, but it has also signed nearly 10,000 mu of planting contracts with Handan, Shanghai, Wuhan, Heilongjiang and Miyun, Huairou and Shunyi in Beijing. Especially in the recent villagers' meeting held in Chengguan Town of this county, the North (Gaoyi) Flower Base once again expanded the scope of contract farming, signed contracts with more than 300 farmers in the town to grow edible cactus, and was responsible for technical guidance and product recycling. It is estimated that the annual net income of edible cactus in a greenhouse can reach more than 40,000-80,000 yuan, which has aroused the concern of the people in the county and demanded to sign contracts. Driven by the base, Tiangong Flower and Seedling Base signed a contract with farmers for 2000 mu. At present, driven by the radiation of the northern (Gaoyi) flower base, there are more than 20,000 people engaged in the production and sales of flowers and trees in the county, with an annual market turnover of more than 300 million yuan and sales of more than 20 million flowers and trees.
