1. When applying, the applicant can apply directly to the accreditation hall of the local county-level tobacco monopoly bureau, and can apply online where conditions permit.

2. In the process of acceptance, if the application materials are complete and conform to the statutory form, and the applicant submits all the corrected application materials as required, the tobacco monopoly bureau at the county level shall accept the application and serve the Notice of Acceptance of Administrative License with special seal on the applicant.
