By chance, Gao Bei, then Minister of Propaganda Department of Shanxi Provincial Committee, discovered an original song "Looking Up at the Pass" in a large-scale cultural performance of "Commemorating the 60th Anniversary of War of Resistance against Japanese Aggression's Victory", which attracted the special attention of Minister Shen.
