1. The materials needed to make the official seal are: circle, artistic word, five-pointed star and text box. Open Word, click the Insert tab, click Shape, and then select an ellipse.

2. Hold down the "Shift" key on the keyboard, and then drag with the left mouse button to draw a perfect circle.

3. Select a circle, and then set the shape fill to no fill color and the shape outline to red.

4. Set the thickness to "6 points".

5. After drawing the circle, begin to insert artistic words. Click the Insert tab, and then select WordArt. In the pop-up WordArt selection box, randomly select a style to enter the required text.

6. Double-click WordArt, select Transform in WordArt Style and Text Effect from the Format menu, then select Follow Path, and then select the first arc option.

7. Adjust the overall size and radian of the circle, and then use the text fill and text outline in the format menu to turn the text into full red. The font size will be adjusted according to actual needs.
