How to declare suona as a non-cultural relic
Intangible cultural heritage refers to various forms of traditional cultural expressions that exist in intangible forms and are closely related to people's lives and passed down from generation to generation. Intangible cultural heritage is a people-oriented living cultural heritage, which emphasizes people-centered skills, experience and spirit and is characterized by living changes.

In the practical work of intangible cultural heritage, the criteria for identifying intangible cultural heritage are father and son (family), master and apprentice, or school inheritance for more than three generations, and the inheritance time is more than 100 years, which requires a clear pedigree.

According to the Opinions of the General Office of the State Council on Strengthening the Protection of China's Intangible Cultural Heritage (Guo Ban Fa [2005]18) and the Interim Measures for the Application and Evaluation of National Intangible Cultural Heritage Representatives, Article 8 stipulates: "Citizens, enterprises, institutions, social organizations, etc. You can apply to the cultural administrative department of this administrative region for a representative project of intangible cultural heritage, and the cultural administrative department that accepts it shall report it step by step. If the reporting subject is a non-reporting project inheritor (group), the reporting subject shall be authorized by the reporting project inheritor (group). "

In other words, individuals, units and social organizations must first apply to the street offices in your administrative area or the cultural station of the town government, and ask the inheritor for a power of attorney before they can declare. Then, the accepted Town Street Cultural Station will report to the District Intangible Cultural Heritage Protection Center, which will summarize and screen them and report them step by step after approval by the District People's Government.

In addition, according to Article 10 of the Interim Measures for the Application and Evaluation of National Intangible Cultural Heritage Representatives, the applicant shall submit the following materials:

1. application report: a brief description of the project name, applicant, application purpose and significance;

2. Project declaration: explain the history, present situation, value and endangered status of the declared project;

3. Protection planning: explain the protection objectives, measures, steps and management mechanism in the next decade;

4. Record the video of the project truly;

5. Other necessary materials, such as reports, awards, photos, etc. , which helps to explain the declared project.

; Once accepted, the cultural department of the local town and street government should provide professional declaration guidance with relevant departments to ensure the truthfulness, standardization and accuracy of the application materials.
