Fill it directly. If your picture itself is white, first remove the white part with a color mask. The color mask tool is on the menu bar: Bitmap-Bitmap Color Mask. Then a docking window will appear on the right. Find a eyedropper tool and click on the white part of the picture, then click Apply.
