Marriage registration offices, that is, marriage registration offices in various places, are subordinate units of civil affairs bureaus at the same level. Chapter I General Provisions
Article 1 In order to strengthen the standardized management of marriage registration and safeguard the legitimate rights and interests of marriage parties, this Code is formulated in accordance with the Marriage Law of the People's Republic of China and the Regulations on Marriage Registration.
Article 2 Marriage registration authorities at all levels shall conscientiously perform their duties and do a good job in marriage registration in accordance with laws, regulations and these norms.
Chapter II Marriage Registration Authority
Article 3 The marriage registration organ is an organ that performs the functions of marriage registration management according to law.
Article 4 The marriage registration authority shall perform the following duties:
(a) for marriage registration;
(2) reissue the marriage registration certificate;
(3) The marriage is cancelled due to coercion;
(four) the establishment and management of marriage registration files;
(5) to publicize marriage laws and regulations and advocate civilized marriage customs.
Article 5 The jurisdiction of marriage registration shall be divided according to administrative regions.
(a) the marriage registration between mainland residents with permanent residence within their respective administrative areas shall be handled by the civil affairs departments of the people's governments of counties, cities not divided into districts and municipal districts.
The provincial people's government may, according to the actual situation, require the township (town) people's government to handle the marriage registration between mainland residents with permanent residence in their township (town).
(two) the civil affairs department of the provincial people's government or the civil affairs department determined by it shall handle the marriage registration of foreign-related and Hong Kong, Macao and Taiwan Province residents and overseas Chinese with permanent residence in this area.
The organs that handle the marriage registration of residents in special areas such as economic and technological development zones and high-tech development zones shall be determined by the civil affairs department of the provincial people's government and reported to the people's government at the same level.
(three) the marriage registration of active servicemen shall be handled by the marriage registration office where the troops are stationed, where the permanent residence before enlistment is located or where the permanent residence of the other party is located.
In violation of the above provisions, the marriage registration authority shall not handle the marriage registration.
Article 6 The civil affairs departments of the people's governments at or above the county level and the township (town) people's governments with the function of handling marriage registration shall set up marriage registration offices in accordance with the requirements of this Code.
The civil affairs department of the provincial people's government shall establish, change or cancel the marriage registration office, and shall form a document and announce it to the public; The civil affairs department of the people's government of the city or county (city, district) and the people's government of the township (town) shall establish, change or cancel the marriage registration office, and shall form a document, announce it to the public, and report it to the civil affairs department of the provincial people's government step by step. The civil affairs department of the provincial people's government shall adjust the relevant authority of the marriage registration information system accordingly.
Article 7 The marriage registration offices established by the civil affairs departments of the people's governments of provinces, cities and counties (cities, districts) and the township people's governments are respectively called:
* * marriage registration offices of civil affairs departments (bureaus) of provinces (autonomous regions and municipalities directly under the Central Government), marriage registration offices of civil affairs bureaus of * * and marriage registration offices of civil affairs bureaus of * * counties (cities);

Where the civil affairs departments of the people's governments of counties, cities not divided into districts or municipal districts set up multiple marriage registration offices, they shall be given the names of their locations.
Article 8 The marriage registration office shall hang the marriage registration office sign in a prominent position outside the door. The size of the signboard shall not be less than1500mm× 300mm or 550mm× 450mm.
Article 9 The marriage registration authority shall use the national marriage registration mark according to the requirements of the Ministry of Civil Affairs.
Article 10 The civil affairs departments of the people's governments at or above the county level and the people's governments of townships (towns) that have the function of handling marriage registration shall engrave the special seal and steel seal for marriage registration. The special seal and steel seal are circular with a diameter of 35mm.
Special seal for marriage registration, steel seal, central journal "★", the name of the civil affairs department (bureau) or township (town) people's government to which the marriage registration office belongs, such as: XX Provincial Civil Affairs Department, XX Civil Affairs Bureau, XX District Civil Affairs Bureau, XX County Civil Affairs Bureau or XX County.
"Special Seal for Marriage Registration" is published under "★". Where the Civil Affairs Bureau establishes multiple marriage registration offices, the numbers of the marriage registration offices shall be published below the special seal for marriage registration.
Article 11 The marriage registration office shall have an independent marriage registration place, with a waiting hall, a marriage registration area, a divorce registration room and an archive room. The marriage registration area and divorce registration room can be merged into a corresponding number of marriage registration rooms.
The marriage registration place should be spacious, solemn and tidy, with a marriage registration bulletin board.
The marriage registration office shall not be located in institutions such as wedding photography, wedding service and medical treatment, and the above-mentioned service institutions shall not be located in marriage registration places.
Twelfth marriage registration office shall be equipped with the following equipment:
(1) copier;
(2) fax machine;
(3) scanner;
(4) certificate and paper printer;
(5) computers;
(6) ID card reader.
Thirteenth marriage registration office can install equipment with audio and video recording function, and properly keep the audio and video recording materials.
The marriage registration place shall be equipped with necessary public service facilities, and the parties to the marriage registration shall use them reasonably according to the requirements.
Article 14 The marriage registration office shall make government affairs public, and the following contents shall be publicly displayed in the marriage registration office:
(a) the jurisdiction and basis of the marriage registration office;
(two) the basic principles of the marriage law and the rights and obligations of husband and wife;
(3) Conditions and procedures for marriage registration and divorce registration;
(four) the conditions and procedures for changing the marriage registration certificate;
(5) Provisions on invalid marriage and revocable marriage;
(6) charging items and charging standards;
(seven) the duties of the marriage registrar and his photos and numbers;
(eight) the office hours and service telephone number of the marriage registration office. If there are multiple marriage registration offices, it shall be announced at the same time; If there is a tour registration, the time and place of the tour registration shall be announced;
(9) The telephone number of the supervisor.
Article 15 The marriage registration office shall have the Marriage Law of the People's Republic of China, the Regulations on Marriage Registration and other relevant documents for the parties to the marriage to consult for free.
Sixteenth marriage registration offices shall be open to the public on working days, and office hours shall be announced outside the office premises.
