On March 26th, around 10, Beijing time, the staff of Turpan Public Security Bureau, Chatterkale Township and Urumqi Xuefeng Civil Explosive Company respectively loaded 904 boxes of fireworks and firecrackers and raw materials stored in the former Hongqi Fireworks Factory into four trucks, and transported them to the ravine of Gobi Desert at around 17: 30 for centralized destruction. 19 fireworks exploded when unloading.
At 3: 25 am on February 14, 2008, the fireworks warehouse of Guangdong Foshan Sanshui Yuetong Storage and Transportation Co., Ltd. (hereinafter referred to as Yuetong Company) exploded. Four people on duty immediately evacuated from the scene after hearing the explosion, which caused 20 warehouses to be damaged to varying degrees. The shock wave generated by the explosion caused some houses in the village to break glass 1 km away, and 150 villagers were evacuated to safety by the local government. No casualties have been found so far. The State Administration of Work Safety has dispatched personnel and organized relevant experts to rush to the scene of the accident to guide and assist the emergency rescue, investigation and handling of the accident.
According to preliminary investigation, the fireworks warehouse of Yuetong Company is located in Jinpen Pengkeng Village, Southwest Street, Sanshui District, Foshan City, Guangdong Province. With the approval of the former Sanshui Planning Bureau 20011,the explosives storage license issued by Sanshui District Public Security Bureau 2003+02 3 1 was obtained for export from Sanshui Port. The warehouse covers an area of 173 mu, and there are 20 warehouses (including 2 Grade A warehouses and 8 Grade C warehouses 18), with a total area of 19960 square meters and an approved storage capacity of 80 tons, which is a serious defect of no fence in the reservoir area. At the time of the accident, there were about 6,543,800 boxes of fireworks and firecrackers from 7 fireworks and firecrackers export trading companies in Hunan and Jiangxi. Experts found the shell of the fireworks bomb with the largest size of 12, and analyzed the explosive power caused by it. The company illegally used some C-level warehouses to overstock A-level products.
The explosion accident of export fireworks storage reflects that there are major hidden dangers in the production, operation, storage and safety supervision of fireworks and firecrackers, which must be highly valued by all regions and relevant departments.
At 8/00/00/02/20061/kloc-0, several explosions occurred in the semi-finished fireworks workshop, some charging workshops and finished firecrackers warehouse of Hu Hai Hengrui Fireworks Factory, located in Xiaotuanshan, Fujiaying, Dajie Town, Jiangchuan County, Yuxi City, Yunnan Province, causing 7 deaths and 15 injuries.
The accident investigation team composed of relevant departments in Yunnan Province confirmed that the accident was a liability accident. The direct cause of the accident was that the door of No.37 pharmacy in Fireworks Factory was not closed and locked, but was blown by the wind and rotated freely, and collided with the residual medicine scattered on the ground in front of the pharmacy, causing combustion and explosion.
Due to the chaotic management and backward equipment and facilities of Jiangchuan Hu Hai Hengrui Fireworks Factory, it no longer has the basic conditions for safe production. Jiangchuan County People's Government shut it down according to law, and relevant departments revoked corresponding licenses according to law.
